The features of the use of multi-criteria optimization methods to solve design problems of mobile communication networks are considered. The article is aimed to solve the relevant scientific and applied problem of planning and optimization of cellular mobile communication networks along with taking into account the totality quality indices, based on the application of multicriterial optimization methods. Examples illustrating how to select optimal design decisions while networks of mobile communication planning taking into account the totality of quality indices are given.

The convolutional codes analysis and synthesis technique is proposed. This technique is optimal according to near Shannon's bound criterion and guarantees a given bit error rate from message source. The proposed technique is based on the well-known optimum block codes synthesis method. As a result, equivalent parameters set of convolutional codes is received. This set corresponds the optimal block code. The algorithm for synthesis an optimal convolutional code is proposed. Examples of optimal convolutional codes analysis and synthesis in the channel with a given energy are presented.

The new method, increasing efficiency and reliability of change detection in three structures in the Internet data under indetermination of data structure (DTD, XML-Schema) is proposed in this paper. The Boolean linear programming problem was solved in two exact methods - modified Balazs with filter and modified DP method and A modified method for selecting a neural network architecture was proposed. There is also considered publish/subscribe system description enhanced with core module, which provides notifications of changes to subscribers only in case they occurred.
