Об'єктом дослідження є процес формування та розвитку ланцюгів створення складно-технічних систем. Метою дослідження є обґрунтування теоретико-методичних та прикладних положень щодо формування стратегії виробничих підприємств в ланцюгу створення складно-технічних систем. Автором використано методи: історико-логічний, методи теорії систем і системного аналізу, методи аналізу, синтезу та порівняння, методи індукції і дедукції, метод наукового узагальнення та систематизації, методи проектного підходу, методи економетричного моделювання, метод наукового узагальнення та систематизації, матричні методи. Теоретична цінність результатів дисертаційної роботи полягає у дослідженні теоретичних засад щодо формування стратегії виробничих підприємств в ланцюгу створення складно-технічних систем. Наукова новизна одержаних результатів: вперше обґрунтовано концепцію адаптування стратегії розвитку виробничого підприємства до умов функціонування в ланцюгу створення складно-технічних систем на ринку технічних засобів економічної безпеки юридичних та фізичних осіб на підставі ідентифікації пріоритетів та ключових чинників їх розвитку, удосконалено положення щодо обґрунтування стратегічних альтернатив виробничих підприємств у ланцюгу створення складно-технічних систем, метод оцінювання потенціалу розвитку ринку технічних засобів економічної безпеки юридичних та фізичних осіб та ідентифікації його ключових чинників на підставі виокремлення сфер та характеру впливу (державні регулятори, ринок, економічна політика суб'єктів господарювання), механізм оцінювання впливу інтегрованої стратегії ланцюга створення складно-технічних систем на модифікацію бізнес-стратегії та функціональних стратегій учасників такого ланцюга, розвинуто метод ідентифікації ключових детермінант розвитку ланцюгів створення складно-технічних систем. Предметом дослідження є теоретико-методологічні і практичні засади формування та розвитку стратегії виробничих підприємств в ланцюгу створення складно-технічних систем. Рекомендації автора застосовуються щодо формування стратегії виробничих підприємств в ланцюгу створення складно-технічних систем. Сферою використання авторських рекомендацій є виробничі підприємства.^UThe object of the research is the process of formation and development of chains of creation of complex technical systems. The research aims to the substantiation of theoretical and methodological and applied provisions concerning the formation of a strategy of production enterprises in the chain of complex technical systems creation. The author used such methods as: historical and logical methods of the theory of systems and system analysis, methods of analysis, synthesis and comparison, methods of induction and deduction, method of scientific generalization and systematization, methods of the project approach, methods of econometric modeling, method of scientific generalization and systematization, matrix methods. The theoretical value of the thesis refers to the study of the theoretical principles with regard to the formation of a strategy of production enterprises in the chain of complex technical systems. Scientific novelty of the results: for the first time the concept of adaptation of the strategy of development of a production enterprise to the conditions of functioning in the chain of creation of complex technical systems on the market of technical means of economic security of legal entities and individuals on the basis of identification of priorities and key factors of their development was improved, the situation with regard to substantiation of strategic alternatives of production enterprises in the chain of creation is difficult -technical systems, method of assessing the potential of market development of technical means of economic security of legal and f identification of its key factors on the basis of the identification of the spheres and nature of influence (state regulators, market, economic policy of economic entities), the mechanism for assessing the impact of the integrated strategy of the complex creation of technical systems on the modification of the business strategy and functional strategies of the participants in such a chain. , the method of identification of key determinants of the development of chains of complex technical systems development has been developed. The subject of research refers to theoretical and methodological issues of formation and development of the strategy of industrial enterprises in the chain of complex technical systems creation. Author's recommendations are used during the formation of the strategy of production enterprises in the chain of complex technical systems. The sphere for the use of author's recommendations is revered to manufacturing enterprises.

Дисертація присвячена комплексному вивченню теоретико-правових основ надання адміністративних послуг в ОТГ. Визначено проблемні аспекти, процедури надання адміністративних послуг ОТГ, що вимагають вдосконалення механізмів правового регулювання. У роботі виділені і досліджені кілька ключових моделей надання адміністративних послуг в ОТГ.Акцентується увага на необхідності визначення критеріїв оцінки якості надання адміністративних послуг, затвердження типового загальнодержавного порядку оскарження рішень, дій або бездіяльності в процесі надання адміністративних послуг ОТГ.В дисертації з'ясовано сутність та змістові характеристики адміністративних послуг органів місцевого самоврядування, проаналізовано принципи надання адміністративних послуг в об'єднаних територіальних громадах, а також розкрито правові засади надання адміністративних послуг в об'єднаних територіальних громадах.Проаналізовано питання ідентифікації суб'єктів надання адміністративних послуг в об'єднаних територіальних громадах, здійснено аналітичну характеристику процедури надання адміністративних послуг та ідентифікацію корупційних ризиків, а також розкрито правове регулювання усунення конфлікту інтересів при наданні адміністративних послуг в об'єднаних територіальних громадах.Подано обґрунтування пропозицій до законодавства щодо вдосконалення правового регулювання надання адміністративних послуг в об'єднаних територіальних громадах, проаналізовано стандартизацію надання адміністративних послуг в ОТГ. У дисертації також подано детальну характеристику механізму оскарження рішень, дій або бездіяльності суб'єктів об'єднаних територіальних громад у процесі надання адміністративних послуг.^UThe research is devoted to the complex scientific study of the theoretical and legal basis for the providing of administrative services at the united territorial communities (hereinafter – UTC).The historical and the legal aspects of the local self-government reform and the system of administrative services and the main national and international normative acts are analyzed in the dissertation.The scientific approaches for the understanding of the concept «administrative service» is investigated and the key features of administrative services provided by UTC is highlighted: the administrative service is provided on the request of a legal person; the application leads to a certain result aimed at acquiring, changing or terminating the rights and/or duties of a person; an administrative service is the result of the delegated power of authority or the own power carried out by the subject of administrative services of the UTC; the administrative service is provided in accordance with the law.The national and local normative acts defining the competence and the procedure for the providing of the administrative services in the UTC are analyzed and systematized.It is proposed to improve the existing principles of providing administrative services, within the framework of the system approach, and supplement the principle of similarity or compatibility (coherence), which is necessary for the implementation of the system of principles in general, due to the compatibility of all its elements – principles. In order to achieve the high quality of administrative services, particularly in UTC, it is recommended to consolidate the principle of unification or standardization.The subjects of the administrative services providing of public organizations and their powers are identified, the stages of the procedure of the administrative services providing are described and the problematic aspects that require improvement of the mechanisms of legal regulation are outlined.The division of powers in the sphere of providing administrative services of councils, executive bodies of councils, authorities of UTC are researched.The several key models of the providing of the administrative services in the UTC are identified in the research, in particular: directly (the head, the administrator, authorized bodies of UTC), Center for the administrative services (the CASP), which is created in the center of UTC; Joint CASP; through Public administrative service portal and integrated information networks, territorial divisions of the CASP; Remote work of the administrators of the Central CASP; outbound CASP; mobile CASP. It is proposed to make changes to the Law of Ukraine «About Administrative Services» because of the necessity of creation of legal grounds for functioning of joint, outgoing, mobile CASP. Namely, part 1 of Article 12 could be supplemented with the definitions of the concepts of «joint CASP», «outbound CASP», «mobile CASP»: «Outbound CASP is a specially equipped vehicle with complete remote locations for administrators to provide administrative services. Mobile CASP – a specially equipped suitcase with the necessary equipment for the full delivery of administrative services. Joint CASP is a permanent working unit or structural subdivision of a local state administration or local self-government unit acting on the basis of an agreed solution (memorandum) of the united territorial community with the local state administration in which administrative services are provided to community residents and all other residents of the district, through the administrator, through his interaction with the subjects of providing administrative services». It is approved the necessity of creation at the national level an exemplary memorandum on the establishment of a joint CASP.The necessity of improving the mechanisms for resolving the "conflict of interest" in the field of provision of administrative services in the UTC at the legislative level is substantiated by introducing appropriate amendments to the Law of Ukraine «On Local Self-Government in Ukraine», since the Law of Ukraine «On Prevention of Corruption» indicates that this question should be regulated by a law regulating the status of these persons and the principles of the organization of the relevant bodies.It is also identified the necessity to approve the National Standard – the unified requirements to the quality of service of visitors to the CASP, which would meet international standards requirements. The criteria for assessing the quality of administrative services providing according to the analysis of international and Ukrainian experience is proposed.The necessity of simplification of educational and qualification requirements for candidates for the position of the administrator of the CASP is argued.

Досліджено генезис логістичних потоків, логістичної інфраструктури та державної інвестиційної політики в сфері будівництва, визначено логістичні проблеми у будівництві об'єктів та досліджено умови імплементації логістичної концепції в систему управління будівництвом. Досліджено вплив екзогенних чинників на вартісно-часові відносини у будівельному виробництві, ідентифіковано типові цільові конфлікти у будівництві на макро- та мікрорівнях включно до операцій постачання, розроблено алгоритм імплементації моделі сіткового планування в концепцію JIT. Уточнення співзалежності складових логістичних витрат та часу перебігу будівництва логістичної інфраструктури дозволило структурувати відповідну державну інвестиційну політику на засадах упровадження девелоперського проекту повного циклу.Обґрунтовано засади удосконалення відносин у процесі будівництва на засадах корпоративних цінностей, прав та потреб зацікавлених сторін, включаючи власний персонал, клієнтів, акціонерів, постачальників та місцеву громаду, державного стимулювання диференційованих відносин з постачальниками будівельних матеріалів, формування відносин з зацікавленими сторонами (англ.: stakeholders) у післяінвестиційний період з використанням логістичного підходу.^UThe main / different characteristics of logistic flows in construction are identified, the logistic problems of the objects construction, and the conditions of logistic concept implementation into the construction management system, which have a direct impact on the formation of the state investment policy in construction, are identified.It is established that the particularities of construction give priority to taking into account the organic relationship between cost and time, and hence the need for improvement at the same time. The DuPont model made it possible to formulate the conceptual framework and substantiate the logistic concept value into the management of construction production, which with a time optimization allows to increase the capital turnover.The use of the "5M" model (english: men, methods, machines, materials, measurement) made it possible underline the basic factors influencing for the efficiency of infrastructure investments.It is established that the public investment policy should apply not only to the construction process but also to the entire investment implementation process, from the inclination to investing and to the commissioning of the infrastructure at the end.Important elements of state regulation and financing of innovation and investment activity in Ukraine, as well as harmonized mechanisms of its institutional and resource support, are identified.It is proposed to mobilize such ways of state regulation as creating an appropriate legal framework, attracting market mechanisms for investment activity, financial support, preferential taxation, state guarantees, etc.A methodological approach for streamlining subprocesses of the supplying field at the construction company is developed - with a time-based TDABC cost accounting model that optimizes not only the duration of the operation but also the cost of its execution.The influence of exogenous factors on the cost-time relations in the construction industry is researched, typical target conflicts in construction and their consequences are identified, an algorithm of the critical path method implementation into the JIT concept is developed.Based on the survey of top-ranked managers, the modeling of the construction market development in Ukraine is carried out, the influence of the macro-environment factors on the development of the construction market are evaluated, the indicators of the optimistic, the most probable and pessimistic scenarios are substantiated.The conducted research of sources and conditions of target conflicts occurrence made it possible to identify their dynamic multidirectionality, to identify possible conflicts of goals in the logistics of supply, construction, during commissioning of a construction object.The principles of improvement of relations with the subjects of investment process of logistic infrastructure construction, state stimulation of differentiated relations with building materials suppliers, formation of relations with stakeholders in the post-investment period using the logistic approach, are substantiated.In order to generate cost savings by reducing costs, developing relationships with strategic supply partners, the segmenting them into three dimensions is proposed.The structural-semantic model of the state investment policy formation of logistic infrastructure creation and operation is constructed, it includes the following blocks: basic principles; structured goals, mechanisms, tools and instruments to achieve them, and this ensures the consistent of policy with the conditions of the infrastructure development system implementation.

Дисертаційна робота присвячена дослідженню двічі нелінійних параболічних рівнянь з сингулярними граничними даними. Метою роботи є вивчення поведінки розв'язків таких задач залежно від характеру загострення граничної функції, а також дослідження поведінки розв'язків квазілiнійних параболічних рівнянь з виродженим потенціалом абсорбції. Робота має теоретичний характер. Для досягнення мети розвинуто та удосконалено метод енергетичних оцінок, що є одним з важливих результатів дисертаційного дослідження. Зокрема, отримано точні верхні оцінки слабких розв'язків квазiлiнiйних параболічних рівнянь залежно від ступеня сингулярності граничних даних. Такі результати дали змогу отримати оцінки слабких розв'язків квазiлiнiйних параболічних рівнянь з абсорбцією незалежно від поведінки на границі.^UThe thesis is devoted to investigation of doubly nonlinear parabolic equations with singular boundary data. The goal is to study the behavior of solutions of such problems depending on the character of peaking of boundary function, and to investigate the behavior of solutions of quasilinear parabolic equations with degenerated absorption potential. The work is theoretical. To achieve the goal, the method of energy estimates is developed and improved, which is one of the important results of the thesis research. In particular, precise upper estimates of weak solutions of quasilinear parabolic equations are obtained, depending on the level of singularity of the boundary data. Such results allow obtaining estimates of weak solutions of quasilinear parabolic equations with absorption regardless of the behavior at the boundary.

Об'єкт дослідження: процес постачання виробничого обладнання на підприємство. Мета дослідження: обґрунтування теоретико-методичних засад логістики постачання виробничого обладнання на підприємство та розроблення практичних рекомендацій щодо їх реалізації. Використано методи: порівняльного аналізу, систематизування та узагальнення, групування, структурно-логічного аналізу, аналогій та екстраполяції, спостереження, метод сходження від абстрактного до конкретного, статистичного аналізу, моделювання, синергії, аналізу і синтезу. Наукова новизна одержаних результатів: розроблено базову платформу логістики постачання виробничого обладнання на підприємство; удосконалено процес логістики постачання виробничого обладнання на підприємство, організаційне забезпечення обґрунтування проекту технології транспортування негабаритних елементів виробничого обладнання, підхід щодо подовження життєвого циклу логістичного продукту на прикладі транспортування негабаритних товарів, розвинуто дефініцію «логістика постачання», систему кваліфікаційних ознак логістики постачання елементів виробничого обладнання, кваліфікаційні оцінки, процес та критерії вибору постачальників логістичних послуг з організації перевезення негабаритних елементів виробничого обладнання. Предметом дослідження є теоретико-прикладні засади логістики постачання виробничого обладнання на підприємство із врахуванням його габаритності та вимог до транспортування. Рекомендації автора впроваджені у діяльність підприємств, навчальний процес. The subject of research are theoretical and applied principles of logistics supply of production equipment taking into account its dimensions to the enterprise and transportation requirements.
