Дисертацію присвячено комплексному дослідженню державно-управлінських аспектів становлення та розвитку державного управління у сфері цивільного захисту в сучасних умовах українського державотворення.Проаналізовано розвиток наукової думки щодо організації цивільного захисту як складової національної безпеки держави, зокрема в умовах збройного конфлікту на сході України. Досліджено еволюцію державного управління у сфері цивільного захисту в роки незалежності України та здійснено комплексний аналіз нормативно-правового забезпечення функціонування єдиної державної системи цивільного захисту. Розглянуто питання розвитку цивільного захисту в контексті децентралізації влади в Україні, європейської інтеграції, в умовах глобалізації та цифрової трансформації. Окреслено стратегічні напрямки подальшого реформування державного управління у сфері цивільного захисту. Запропоновано внесення необхідних змін до чинного законодавства.^UThe dissertation is devoted to a comprehensive study of public administrative aspects of public administration's formation and development in the sphere of civil defense in the modern conditions of Ukrainian state formation. The development of the scientific thought on the organization of civil defense as a component of national security of the state, i.e. in conditions of the armed conflict in the Eastern Ukraine, has been analyzed. The role and place of civil defense in Ukrainian national security system, the State Emergency Service of Ukraine being a component of the security and defense sector in the context of implementing the articles of the Law of Ukraine "On National Security of Ukraine" and the National Security Strategy of Ukraine, has been studied. The genesis of public administration in the sphere of civil defense during the years of independence has been investigated. The periodization of the development of Ukraine's public administration in the sphere of civil defense has been suggested based on the results of the analysis of conceptual approaches and theoretical developments of domestic scientists. A comprehensive analysis of the regulatory and legal support for the functioning of a consolidated state system of civil defense has been made. The state of implementation of the provisions of the Civil Defense Code of Ukraine, the problems that arose during their practical implementation at the present stage of development of the civil defense system has been investigated. It has been suggested to change the current legislation of Ukraine and to adopt new regulations, which should take into account further reform of the civil defense system. The priority of Ukraine's accession to the Civil Defense Mechanism within the framework of the Ukraine-European Union Association Agreement has been proved. The analysis of functioning of systems of civil defense in the countries - members of the European Union, the international cooperation of Ukraine in the sphere of civil defense has been carried out. The expediency of implementation of European experience of civil defense systems' functioning has been grounded, especially in the part of assignment local self-government bodies of powers on the maintenance of fire safety of settlements and territories; stimulating the participation of citizens in local and voluntary fire protection; implementation of insurance of others' civil liability. The development of the civil defense issue in the context of globalization and digital transformation has been investigated, i.e., Ukraine's participation in overcoming the consequences of global catastrophes, the Chernobyl accident, the global pandemic of acute respiratory disease COVID - 19, powerful earthquakes in other countries, has been analyzed. The prospects of the fastest transition of Ukraine's civil defense system to a new paradigm of security management, which is based on the use of risk-oriented approach as one of the most modern computer technologies of security regulation, have been proved; introduction of a man-made and fire safety management system based on a risk-oriented approach and European standards, i.e., on the protection of objects of critical infrastructure has been described. The issue of implementation of civil defense' basic actions in conditions of reforming local self-government and territorial power organization in Ukraine has been investigated, in particular, at the subregional level; organization and provision of fire safety on the territory of united territorial communities; creation of local fire brigades, setting the movement of voluntary firefighters; creation of community safety centers, etc. Ways to further improvement of functional training of management and specialists in civil defense sphere, search and implementation of new innovative methods and technologies in the organization of the educational process, training of the population how to act in case of threat and emergencies, have been analyzed. The strategic directions of public administration's further reform in the sphere of civil defense have been outlined. It has been suggested to make the necessary changes to the current legislation, to introduce the best standards of public administration, based on using European and world experience. It has been found out that at the present stage of Ukrainian state formation, the latest concepts of development of the national civil defense system are needed at the central, regional, local and object levels of civil defense management.

Дисертаційна робота присвячена екологічним основам взаємодії грибів Basidiomycetes з патогенними мікроорганізмами і вірусами в умовах природних та штучних екосистем.За використання моніторингу біоценозів та аналізу грибів і їхньої супутньої рослинності визначено ареали базидіоміцетів у різних екологічних регіонах України, які мають стратегічне значення для адаптації печериці двоспорової (Agaricus bisporus (J.Lge) Imbach), гливи звичайної (Pleurotus ostreatus Kumm.), трутовика лакованого (Ganoderma lucidum (Curtis) P. Karst) до умов штучного середовища.Вперше в Україні проведена якісна оцінка плодових тіл та міцелію, їх аналіз на РНК-вмісні віруси, бактерії та мікроскопічні гриби. Молекулярно-біологічними методами вивчено властивості патогенів у понад 40 видів базидіоміцетів. На основі цих та інших видів грибів отримано їх біоорганічні фракції та створено біокомпозиції  стимулятори росту і розвитку рослин різних сільськогосподарських культур, зокрема пшениці, сої, кукурудзи, томата, хмелю та цукрового буряка.Було визначено біоорганічні сполуки комплексних композицій грибів і рослин, які були задіяні для широкопланових дослідів та виробничих цілей різного біотехнологічного спрямування. Носіями біоорганічних фракцій грибів у комплексних композиціях («БОА», «Біоекофунге-1») та їх похідних були використані сполуки (компоненти) рослин родин Asteraceae, Caprifoliaceae, Scrophulariaceae, Cannabaceae і Betulaceae. Для виробничих цілей розроблено технологію обробки різних видів рослин у процесі їх онтогенезу.^UThe dissertation work is concerned with ecological fundamental principles of Basidiomycetes interaction with pathogenic microorganisms and viruses in the conditions of natural and artificial ecosystems.Using biocenoses monitoring and analysis of fungi and their accompanying vegetation the basidiomycetes range was discovered in different ecological regions of Ukraine, which are of strategic importance for champignon mushroom (Agaricus bisporus (J.Lge) Imbach), oyster mushroom (Pleurotus ostreatus Kumm.), reishi mushroom (Ganoderma lucidum (Curtis) P. Karst) adaptation to the conditions of artificial environment.A qualitative assessment of fruit bodies and mycelium, their analysis for RNA-containing viruses, bacteria and microscopic fungi were conducted for the first time in Ukraine. The properties of pathogens in more than forty basidiomycetes species have been studied by molecular biological methods. Based on fungi mentioned above and other species of fungi their bioorganic fractions are obtained and such biocompositions as stimulators of plant growth and development of various crops, including wheat, soybeans, corn, tomatoes, hops and sugar beets are created.Bioorganic compounds of complex compositions of mushrooms and plants, used for wide-ranging experiments and production purposes of various biotechnological direction, were determined. Plant compounds (components) of the Asteraceae, Caprifoliaceae, Scrophulariaceae, Cannabaceae and Betulaceae families were used as carriers of fungi bioorganic fractions in complex compositions ("BOA", "Bioecofunge-1") and their derivatives. The processing technology of various types of plants in the course of their ontogenesis has been developed for production purposes.
