Дисертацію присвячено аналізу кримінологічних засад діяльності кримінальної поліції щодо запобігання економічним злочинам, у ній сформульовано науково обґрунтовані пропозиції щодо вдосконалення правового регулювання та організації запобіжної діяльності підрозділів кримінальної поліції щодо протидії цим злочинам. У результаті здійсненого дослідження вперше запропоновано визначення запобігання кримінальною поліцією економічним злочинам та принципи такої діяльності, а також окреслено критерії ефективності діяльності кримінальної поліції як суб'єкта запобігання економічним злочинам.Визначено, що запобігання кримінальною поліцією економічним злочинам – це діяльність підрозділів кримінальної поліції, які систематично, комплексно проводять превентивні заходи (дії), спрямовані на окремі групи та конкретних осіб, які схильні до вчинення економічних злочинів, та/або мають кримінально протиправні наміри щодо їх вчинення, або розпочали кримінально протиправну діяльність із метою мінімізації криміногенних чинників та корекції поведінки осіб, схильних до вчинення цих суспільно небезпечних дій, недопущення вчинення злочинів на різних стадіях кримінально протиправної діяльності.Виокремлено теоретико-методологічні засади функціонування економічної безпеки як складової національної безпеки України та розкрито зміст структурно-функціонального забезпечення діяльності кримінальної поліції як суб'єкта запобігання економічним злочинам. Викладено напрями оптимізації правового регулювання та організації діяльності кримінальної поліції як суб'єкта запобігання економічним злочинам, досліджено форми та методи запобігання кримінальною поліцією економічним злочинам.^UThe dissertation is devoted to the analysis of the criminological foundations of the activities of the criminal police to prevent economic crimes, it formulates scientifically based proposals for improving legal regulation and organization of measures of suppression of criminal police units to counter these crimes.As a result of the study, for the first time, a definition of the prevention of economic crimes by the criminal police and the principles of such activities have been proposed, as well as criteria for the effectiveness of the activities of the criminal police as a subject of prevention of economic crimes have been outlined.The main criteria for assessing the effectiveness of the criminal police as a subject of preventing economic crimes should include the following quantitative and qualitative indicators: public opinion regarding the work of these units and the state of law and order in the territory of service (based on an analysis of materials from a sociological survey, the media, human rights organizations and other non-governmental institutions etc.); the attitude of employees of the criminal police units to the prevention of economic crimes and the problems of its implementation; the number of persons identified by the criminal police units from whom, in connection with their past criminally unlawful activities, antisocial lifestyle or behavior, the commission of criminal offenses can be expected and the state of preventive work with them; the number of facts of prevention of economic crimes by units of the criminal police; the number of crimes stopped by the criminal police units at the stage of preparation or attempted murder; the number of latent economic crimes identified by the criminal police units and their perpetrators; the number of individuals identified and prosecuted who were members of organized groups and criminal organizations.It has been determined that the prevention of economic crimes by the criminal police is the activity of the criminal police units that systematically and comprehensively carry out preventive measures (actions) aimed at individual groups and specific individuals who are prone to committing economic crimes and / or have criminally unlawful intentions in relation to them. committing or starting criminally unlawful activities in order to minimize the criminogenic factors and correct the behavior of persons prone to committing these socially dangerous acts, preventing the commission of crimes at different stages of criminally unlawful activity.The theoretical and methodological foundations of the functioning of economic security as a component of the national security of Ukraine are highlighted and the content of the structural and functional support of the activities of the criminal police as a subject of preventing economic crimes is revealed. The directions of optimization of legal regulation and organization of the activities of the criminal police as a subject of the prevention of economic crimes are outlined, the forms and methods of prevention of economic crimes by the criminal police are investigated.
