У дисертації теоретично обґрунтувано шляхи розвитку системи ресурсного забезпечення регіонів України та розроблено практичні рекомендації для визначення оптимальної траєкторії трансформаційних перетворень цієї системи в умовах децентралізації. Вивчено внесок науковців щодо удосконалення сучасних систем управління бюджетами як фінансової основи ресурсів регіону.Крізь призму структурних компонентів системи ресурсного забезпечення регіонів проаналізовано її сучасний стан в Україні. Визначено проблемні аспекти кожного структурного компоненту та взаємозв'язків між ними. Ґрунтуючись на аналізі історії становлення вітчизняної системи, окреслено основні характерні риси кожного етапу. На основі уточнення сучасного змісту поняття «регіон», а також синтезу понять «регіональне зростання – регіональний розвиток» виокремлено сутнісні ознаки ключової системної дефініції, надано її актуальне визначення. Побудовано теоретичну платформу, що містить нову, формульно версифіковану концепцію розподілу міжбюджетних трансфертів, засновану на узгодженні ресурсних інтересів носіїв та яка робить можливим подолання когнітивних властивостей системи ресурсного забезпечення в умовах переходу від регулятивної до децентралізованої системи регіонального управління. У форматі модельної дескрипції сформульовано підходи до комплексного оцінювання ефективності розподілу міжбюджетних трансфертів, яка заснована на статичному компоненті їх нормативної номенклатури та динамічному компоненті їх середньої трирічної частки в загальному обсязі трансфертів.^UThis dissertation research offers the solution of the relevant scientific problem concerning theoretical substantiation of ways of development of the system of resources provision to the Ukrainian regions and development of practical recommendations for definition of an optimal trajectory of transformational transformations of this system under the conditions of decentralization.In this work there is generalized and systematized relevant theoretical approaches in domestic and foreign scientific thought in general and concerning the use of new expanded approaches to regional resources management. Based on previous determination that the research is grounded, firstly, on the analysis of fundamental theories grounding its conceptual ideas concerning the system properties and also on the use of modelling method. Secondly, the scientific source of the dissertation research is the works on generalization of the developments of domestic and foreign scientists concerning functioning of the system of resource provision and component parts thereof.Modernized determination of the efficiency has been carried out through estimation of opportunities to minimize expenditures upon reaching the set result and increase of result upon stable level of expenditures. As for the strategies as instruments of arrangement of the interests of regions and communities in the legislation and actually formed sufficient practices concerning efficiency thereof, at that an excessive standardization and often formalistic approach are noted. There are no approaches to estimate efficiency of instruments of regional management linked with approval of resource interests within domestic regulations and practices. Model has been built, it is the basis for new, formula-versioned concept of allocation of inter-budget transfers grounded on arrangement of interests of carriers and that enables to overcome cognitive properties of the system of resource provision within the terms of transition from regulative to decentralized system of regional administration. In the format of model description, the methodology of complex estimation of inter-budget transfers allocation efficiency has been formalized, it is grounded on static component of their regulative nomenclature and dynamic component of their three-year share in the general scope of transfers. Through determination of the main groups of functional instruments involved into model connections, the content of mechanistic field has been grounded and also there is proposition of the classification of mechanisms under the level of impact thereof on the arrangement of resource interests of regions and communities.
