Дисертаційна робота присвячена обґрунтуванню теоретичних і методологічних засад та розробці практичних рекомендацій щодо формування Стратегії забезпечення економічної безпеки України. В дисертації розроблено концепцію управління економічною безпекою України, запропоновано ієрархічну модель систематизації найбільш поширених загроз економічній безпеці, концептуалізовано організаційно-економічний механізм забезпечення економічної безпеки з метою формування Стратегії забезпечення економічної безпеки України. Інший напрямок досліджень полягає у визначенні критичних меж та цільових орієнтирів за індикаторами основних складових економічної безпеки, зведених у табло індикаторів економічної безпеки, здійснення постійного моніторингу економічної стійкості шляхом відслідковування рівня критичних меж за індикаторами, візуалізації відповідних даних у вигляді інфографіки, а також проведення щорічної системної оцінки стану економічної безпеки. Розроблена концепція управління економічною безпекою являє собою систему ідей, цільових орієнтирів, сукупність заходів щодо убезпечення діяльності всіх макросуб’єктів економічних відносин, поєднує динамічну та статичну складові забезпечення економічної безпеки України, містить науково-методичну, практичну та організаційно-економічну компоненти, відображає склад і структуру об’єктів економічної безпеки, принципи її забезпечення, класифікацію загроз економічній безпеці, основні принципи верифікації її функціональних складових, базові підходи до розробляння та використання механізмів управління економічною безпекою та є фундаментальною основою для формування цілісної державної стратегії. Також запропоновано ієрархічну модель систематизації найбільш поширених загроз економічній безпеці України у вигляді графу їхніх зв’язків та взаємовпливу на основі розподілу загроз за стратегічним, тактичним, оперативним або поточним рівнями, що дозволяє ідентифікувати загальні умови, розробити стратегію забезпечення економічної безпеки, актуалізувати функції системи економічної безпеки. Автором концептуалізовано організаційно-економічний механізм забезпечення економічної безпеки, який інтегрує організаційний та економічний блоки, систему забезпечення з урахуванням обставин воєнного стану, функціональну і цільову системи, що сприяють ефективному управлінню економічною безпекою. Розроблено організаційно-економічний механізм забезпечення економічної безпеки: спрямований на впровадження моделі інноваційно-інвестиційного розвитку регіонів в рамках процесу забезпечення економічної безпеки, шляхом запровадження супроводу інноваційних проектів та надання різноманітних пільг та підтримки на місцевому рівні вітчизняним інвесторам; підвищення кваліфікації та атестації фахівців у сфері інвестиційно-інноваційної діяльності, а також удосконалення методики укладання прозорих угод між інвесторами та владою щодо взаємних зобов’язань під час конкурентної поведінки бізнесу та конкурентної політики держави на певних ринках з урахуванням реалій сучасної української економіки. Досягнуто основних операційних результатів стратегічного проектування забезпечення економічної безпеки України: започатковано табло індикаторів економічної безпеки – основи прозорої системи постійного моніторингу економічної безпеки (http://mku.edu.ua/indicators_of_economic_security/); впроваджено на основі науково обґрунтованої методики щорічної системної оцінки стану економічної безпеки та використання її результатів для формування основних напрямів і заходів економічної політики, що має враховуватись у процесах стратегічного і бюджетного планування, що сприятиме підвищенню ефективності реалізації державної політики у сфері забезпечення економічної безпеки регіонів. Запропонована автором модель Стратегії забезпечення економічної безпеки України, що сформована на основі ідентифікації загроз економічній безпеці; формуванні системи показників оцінювання економічної безпеки; визначенні порогових значень показників оцінювання економічної безпеки; моделюванні стратегічних детермінант забезпеченні економічної безпеки України в умовах рейтингового управління; формуванні організаційно-економічного механізму забезпечення економічної безпеки здатна посилити зростання національної економіки.^UThe dissertation work is devoted to the substantiation of theoretical and methodological foundations and the development of practical recommendations for the formation of the Strategy for Ensuring Economic Security of Ukraine. The dissertation developed the concept of managing the economic security of Ukraine, proposed a hierarchical model of systematization of the most common threats to economic security, conceptualized the organizational and economic mechanism for ensuring economic security with the aim of forming the Strategy for ensuring the economic security of Ukraine. Another direction of research is the determination of critical limits and target orientations based on the indicators of the main components of economic security, summarized in the scoreboard of economic security indicators, the implementation of constant monitoring of economic stability by monitoring the level of critical limits according to the indicators, visualization of relevant data in the form of infographics, as well as conducting an annual system assessment of the state of economic security. The developed concept of economic security management is a system of ideas, target orientations, a set of measures to ensure the activities of all macro-entities of economic relations, combines dynamic and static components of ensuring economic security of Ukraine, contains scientific-methodical, practical and organizational-economic components, reflects the composition and the structure of objects of economic security, the principles of its provision, the classification of threats to economic security, the basic principles of verification of its functional components, basic approaches to the development and use of economic security management mechanisms and is the fundamental basis for the formation of a coherent state strategy. A hierarchical model of the systematization of the most widespread threats to the economic security of Ukraine is also proposed in the form of a graph of their connections and mutual influence based on the distribution of threats at strategic, tactical, operational or current levels, which allows identifying general conditions, developing a strategy for ensuring economic security, updating the functions of the economic system security The author conceptualized an organizational and economic mechanism for ensuring economic security, which integrates organizational and economic blocks, a system of provision taking into account the circumstances of the martial law, functional and target systems that contribute to the effective management of economic security. An organizational and economic mechanism for ensuring economic security has been developed: aimed at implementing a model of innovation and investment development of regions as part of the process of ensuring economic security, by introducing support for innovative projects and providing various benefits and support at the local level to domestic investors; improving the qualifications and certification of specialists in the field of investment and innovation activities, as well as improving the methodology of concluding transparent agreements between investors and the authorities regarding mutual obligations during the competitive behavior of business and the competitive policy of the state in certain markets, taking into account the realities of the modern Ukrainian economy. The main operational results of the strategic design of ensuring economic security of Ukraine were achieved: the scoreboard of indicators of economic security was launched - the basis of a transparent system of constant monitoring of economic security (http://mku.edu.ua/indicators_of_economic_security/); implemented on the basis of a scientifically based methodology of an annual systematic assessment of the state of economic security and the use of its results for the formation of the main directions and measures of economic policy, which should be taken into account in the processes of strategic and budget planning, which will contribute to increasing the effectiveness of the implementation of state policy in the field of ensuring the economic security of regions. The model of the Strategy for ensuring the economic security of Ukraine proposed by the author, formed on the basis of the identification of threats to economic security; forming a system of economic security assessment indicators; determination of threshold values of economic security assessment indicators; modeling of strategic determinants of ensuring economic security of Ukraine in terms of rating management; the formation of an organizational and economic mechanism for ensuring economic security is able to strengthen the growth of the national economy.
