Досліджено теоретичні засади інноваційного розвитку регіонів України та його інвестиційного забезпечення, введено категорію корисності як ефективності взаємодії в ході дослідження цільових орієнтирів, узгодженості інтересів суб'єктів регіонального ринку та виділено ключові типи корисності. Висвітлено тенденції розвитку світового господарства в контексті інтеграції, визначено перелік показників оцінювання рівня глобалізації та критеріїв оцінювання наслідків її прояву. Виявлено умови та фактори економічного зростання. Запропоновано заходи щодо покращення та підвищення ефективності інноваційно-інвестиційної діяльності регіону, побудовано модель його економічного зростання. Удосконалено схему розробки інноваційної політики на рівні регіону та розроблено концепцію управління процесами формування інноваційних факторів економічного зростання регіону на основі механізмів взаємодії (співробітництва).

У дисертації наведено нове вирішення наукової проблеми формування бізнес-моделі закладів освіти дорослих шляхом обґрунтування теоретико-методичних засад та наданням практичних рекомендацій щодо використання уніфікованого механізму побудови та реалізації бізнес-моделі закладу освіти дорослих. Проаналізовано науковий доробок, охарактеризовано стан та уточнено понятійний апарат процесу формування бізнес-моделі закладів освіти дорослих. Здійснено аналіз зарубіжного досвіду формування бізнес-моделей закладів освіти дорослих та організації їх діяльності. Сформульовано та обґрунтовано концептуальні засади уніфікованого механізму побудови тареалізації бізнес-моделі закладу освіти дорослих; методичний підхід оцінювання впливу запровадженої бізнес-моделі на результативність діяльності закладу освіти дорослих. Розроблено науково-практичні рекомендації щодо формування бізнес-моделі закладів освіти дорослих.^UThe dissertation provides a new solution to the scientific problem of forming a business model of adult education institutions by substantiating the theoretical and methodological principles and providing practical recommendations for the use of a unified mechanism for constructing and implementing the business model, and enduser inquiries by: identifying promising areas of development, key resources, organizational characteristics and financial capabilities of the enterprise to create value for all stakeholders and ensure a quality educational process; substantiation of structural elements of the business model of an adult education institution with the definition of important auxiliary tools; creation and implementation of an effective mechanism for managing the organizational culture of adult education institutions; production of innovative products of adult education institutions and approaches to the formation of demand for them; providing flexibility and quick adjustment of the business model to avoid the negative consequences of any deviation in the structure.In order to assess the effectiveness and impact of the business model introduced on the basis of a unified mechanism for building and implementing a business model of an adult education institution on the effectiveness of adult education, a scientific and methodological approach to comprehensive assessment of efficiency and impact of a business model implemented on the basis of a unified mechanism implementation of the business model of the adult education institution on the effectiveness of the adult education institution, which provides for the definition of integrated values of key groups of indicators, the degree of remoteness of the business model of the adult education institution from the effective value.The multifactor integrated system of financial and non-financial targets defined on the basis of features of functioning of adult educational institutions, interrelations between the basic modules and structural elements of business model of adult educational institutions taking into account the generalized external and internal factors is formulated and proved groups of indicators: indicators for assessing the effectiveness of managing the financial component of the business model; indicators for assessing the effectiveness of logistics management and business activity; indicators for assessing the effectiveness of organizational component management; indicators for assessing the effectiveness of management of the intellectual component of the business model.A modified algorithm for implementing organizational support for the formation of a business model of an adult education institution, which includes seven interrelated stages, each of which involves a certain set of functions to, on the one hand, increase the efficiency of personnel management, and on the other - create all necessary organizational conditions for comprehensive and effective implementationof the business model of an adult education institution.The business model of an adult education institution has been developed and substantiated, which, unlike the existing ones, is characterized by structure, pattern, allows to instantly comprehend the strategic aspects of the enterprise to ensure its main goal, organize a productive process of analysis, evaluation and adjustment.

У дисертації наведено нове вирішення наукового завдання розроблення інноваційних підходів до управління підприємствами електронної комерції в умовах глобалізації. Проаналізовано сучасний науковий доробок та охарактеризовано теоретичні засади управління підприємствами електронної комерції. Здійснено періодизацію процесу становлення електронної комерції як сучасної форми підприємництва. Здійснено аналіз методик оцінювання ефективності інноваційних економічних форм підприємництва в умовах глобалізації. Досліджено аналіз тенденцій функціонування підприємств сфери електронної комерції та оцінку ефективності управління ними. Розроблено та обґрунтувано механізми підвищення ефективності управління підприємствами електронної комерції, концептуальні засади стратегії інноваційного розвитку підприємств електронної комерції та підходи до вдосконалення методології оцінювання ефективності управління підприємствами електронної комерції.^UThe dissertation presents a new solution of the scientific problem of developing innovative approaches to the management of e-commerce еnterprises in the context of globalization by substantiating the theoretical and methodological principles and providing practical ecommendations for the use of the concept of innovation support strategy. the enterprise and its sustainable functioning due to: anticipation of the continuity of the innovation process and a constantly high level of innovative activity of the enterprise; harmonization of innovative components and ensuring the proportionality of the development of structural components of the enterprise; advanced economic growth, which corresponds to future technological innovations; ensuring the balance of economic and innovative development in accordance with thestrategic and current goals and objectives of innovative development, potential and resources of the enterprise; rapid response to external changes. In order to assess the effectiveness of the strategy of innovative development of e-commerce enterprises developed an improved methodology for evaluating the effectiveness of the strategy of innovative development of e-commerce enterprises, which, unlike existing ones, is based on calculating an integrated indicator of evaluating the effectiveness of innovation development strategy; provides for the identification of the level of efficiency on an identification scale, which is the basis, if necessary, for adjusting management decisions, strategies and tactics of managing the innovative development of the enterprise. In order to improve the methodology of evaluating the effectiveness of the strategy of innovative development of e-commerce enterprises, an integrated indicator of evaluating the effectiveness of the strategy of innovativedevelopment of e-commerce enterprises was proposed, which is calculated on the basis of the following groups: marketing, economic, organizational and business indicators.The periodization of the process of formation of e-commerce as a modern form of entrepreneurship is carried out, in particular, four stages of evolution of its development are distinguished: formation of e-commerce as a form of innovative entrepreneurship; ensuring the global presence of e-commerce as a form of innovative entrepreneurship; ensuring the reduction and optimization of e-commerce costs as a form of innovative entrepreneurship; increasing competition and the emergence of new innovative solutions in the field of e-commerce as a form ofinnovative entrepreneurship; increasing the convenience and speed of interaction between seller and buyer in the field of e-commerce as a form of innovative entrepreneurship. Mechanisms for improving the efficiency of e-commerce enterprises management have been developed and substantiated, directions and means of improving innovative approaches in the management of e-commerce enterprises have been identified. The methodology for evaluating the effectiveness of the strategy of innovative development of e-commerce enterprises has been improved. The directions and means of improvement of innovative approaches in management of activity of the enterprises of e-commerce are defined.

Дисертація присвячена обґрунтуванню теоретичних та практичних засад для підтримки економічної безпеки молокопереробних підприємств та розробці рекомендацій, направлених на її інформаційне забезпечення.В роботі визначено сутність основних категорій та понять, пов'язаних із процесом інформаційного забезпечення економічної безпеки молокопереробних підприємств. Уточнено понятійно-категоріальний апарат за темою дослідження, що обумовило його подальший розвиток. Розроблено комплекс наукових положень щодо оцінки рівня економічної безпеки молокопереробних підприємств з урахуванням впливу на її стан зовнішніх та внутрішніх факторів. Визначено шляхи удосконалення методичних підходів до інформаційного забезпечення належного стану захищеності молокопереробних підприємств шляхом алгоритмізації та цифровізації цих процесів. На основі інтегрального підходу було узагальнено основні критерії захищеності, які отримані в результаті дослідження діяльності молокопереробних підприємств. В основу системи оцінювання та прогнозування економічної безпеки молокопереробних підприємств лягли методи фінансового, оптимізаційного, факторного та експертного аналізу, що дозволило побудувати автоматизовану систему проведення такого оцінювання з використанням запропонованого програмного забезпечення. Сформовано пропозиції та практичні рекомендації щодо удосконалення організаційних процесів інформаційного забезпечення економічної безпеки молокопереробних підприємств.^UThe dissertation examines the problems of ensuring the economic security of dairy processing enterprises, which are of particular relevance in the face of uncertainty in the external and internal environment. The relevance of the work is associated with the rapid pace of changes in market conditions, a decrease in raw materials, epidemiological threats, an increase in production costs and many other factors that affect the state of security of such business entities. Each area of economic security of dairy processing enterprises has its own characteristics that require proper assessment. Therefore, in order to prevent threats and risks of a different nature, enterprise managers must have comprehensive information about threats and opportunities to counter such threats, which is impossible without proper information support. To solve this problem, a number of theoretical and practical provisions were substantiated in the dissertation with the aim of supporting the economic security of dairy processing enterprises and developing recommendations aimed at its information support. The paper defines the essence of the main categories and concepts associated with the process of information support of the economic security of milk processing enterprises, which directly affects the result of economic activity. The conceptual and categorical apparatus on the research topic was clarified, which made it possible to define the concept of economic security as the final result of the economic activity of enterprises, which depends on internal and external factors of influence on the sphere of economic activity, the technological sphere, the personnel sphere, the marketing sphere, the management sphere and the information sphere. This made it possible to formulate a definition of this concept as a state of security, which can be ensured both by preventive measures and by actions aimed at eliminating the negative influence of internal and external factors, in the context of an optimal enterprise development strategy.The leading methods of researching the economic security of enterprises have been determined, the use of which, using data from domestic and foreign enterprises, made it possible to determine the main indicators for assessing the level of economic security of an enterprise. The approaches to the determination of such indicators were supplemented by a classification of risks developed as a result of studying external and internal factors of influence on the economic security of enterprises. This made it possible to identify the most relevant risk classes for domestic enterprises, namely: market, production and inflation. Such a classification is an intelligent set of indicators and criteria determined in real time using the proposed software, namely: indicators of economic activity, which are presented by criteria for the efficiency of production, transport, management, personnel, marketing and financial spheres of milk processing enterprises; indicators that are characterized by the influence of the market environment; indicators of political influence, which can be assessed by the level of conditions for conducting successful economic activities of milk processing enterprises in the country.On the basis of such indicators, a generalizing indicator of economic security of the integral type was developed, which is presented in the form of a mathematical model that takes into account the weight of each individual indicator of the economic efficiency of milk processing enterprises. To increase the accuracy, the model includes expert assessments that can be obtained using the developed software, which allows experts to get acquainted with the investigated enterprise and provide the necessary assessment of the effectiveness of its individual areas of activity.A mechanism for optimizing the production and transportation of dairy products in the system of ensuring the economic security of milk processing enterprises using linear programming methods is proposed, which provides for the use of an automated approach, the creation of which is aimed at solving the problems of information support of economic security by assessing the optimality of costs using specially developed software. The operation of such software is based on linear programming methods, in particular the simplex method, and its interface allows you to quickly integrate the necessary data into the calculation model and obtain a result, which allows you to evaluate the optimization.

В роботі розвинуто положення теорій економічного простору, сталого розвитку, управління регіональним розвитком. Зокрема, систематизовано та уточнено низку базових термінів і категорій, що, на відміну від існуючих підходів, визначають цільову орієнтацію та властивості регіональної системи, які характеризують її сталий розвиток в умовах біфуркаційних змін та негативних впливів зовнішнього середовища, а також дозволяють ідентифікувати її поточний стан задля наступного використання найбільш ефективних інструментів та механізмів в координатах сталого розвитку. Сформовано набір інструментів для визначення факторів сталого розвитку регіону, їх розподілу за напрямом, силою та сумарним ефектом впливу за допомогою використання авторської матриці взаємозв'язків.Вперше розроблено інструментарій стратегічного управління сталим розвитком регіональних систем у кризових умовах, набір застосовуваних елементів якого формується відповідно до ідентифікованого етапу розвитку регіональної системи, а також результатів аналізу поточних стратегій регіонального розвитку з метою їх коригування чи повної трансформації для забезпечення дієвості в умовах криз.Удосконалено методологічні підходи до оцінювання процесів регіонального розвитку шляхом визначення критеріїв застосування найбільш адаптованих до вимог та потреб регіонального управління методів багатовимірного просторового оцінювання рівня розвитку регіонів, які враховують вплив факторів поза межами визначених складових сталого розвитку. Удосконалено сформовану на основі методологічного апарату теорій розміщення виробництва та просторової економічної рівноваги теорію економічного простору шляхом її доповнення методологічним апаратом класичної і неокласичної економічних теорій. Запропоновано структуру механізму факторного розвитку регіональної економіки яка демонструє активну роль регіональної влади у формуванні структури регіонального економічного простору та дозволяє зрозуміти характер і логіку її дій пов'язаних з усвідомленим втручанням в економічні процеси регіону. Удосконалено підхід щодо забезпечення сталого розвитку регіонів з використанням антикризового інструментарію, що використовує виявлений зв'язок між сутністю антикризової політики та антикризового регулювання – «об'єкт - суб'єкт», результат якого проявляється в тому, що антикризове регулювання є інструментом здійснення антикризової політики за допомогою механізмів збільшення зайнятості населення, здійснення інфраструктурних територіальних і соціально-значущих проектів, спрямованих на розвиток регіону. Запропоновано економіко-математичну модель планування стійкого розвитку діяльності державно-приватного партнерства, яка враховує його особливості і ґрунтується на принципах стратегічного планування та розвитку в умовах системного обліку середовища функціонування. Дана модель, як цільову функцією використовує модернізовану з урахуванням регіональних факторів чисту поточну вартість регіональних інвестиційних проектів державно-приватного партнерства, а система обмежень містить показники, обумовлені регіональними факторами, соціальною ефективністю, інвестиційними можливостями, ринковим попитом та кадровим і виробничим потенціалами.^UThe work developed the provisions of the theories of economic space, sustainable development; management of regional development.The provisions of economic space theories, sustainable development, regional development management have been elaborated. In particular, a number of basic terms and categories have been systematized and specified, which, in contrast to existing approaches, determine the target orientation and properties of the regional system, that characterize its sustainable development in bifurcation changes and negative environmental influences, as well as identify its current state for subsequent use of the most effective tools and mechanisms in the sustainable development. A set of tools are formed for determining the factors of sustainable development of the region, their distribution in direction, strength and total effect of influence by using the author's matrix of interconnections. For the first time, an instrument of strategic management of the stable development of regional systems in crisis conditions is developed, and a set of applied elements is formed in accordance with the identified stage of the regional system development, as well as the results of analysis of current regional development strategies in order to adjust or complete transformation to ensure the effectiveness in crisis. Methodological approaches to assessing regional development processes have been improved by determining the criteria for applying the methods of multidimensional spatial assessment of the level of development of regions that are most adapted to the requirements and needs of regional management, taking into account the influence of factors outside identified components of sustainable development. The theory of economic space, formed on the basis of the methodological apparatus of theories of production location and spatial economic equilibrium, is improved by supplementing it with the methodological apparatus of classical and neoclassical economic theories. The structure of the factor development mechanism of the regional economy is proposed, which demonstrates the active role of regional authorities in shaping the structure of the regional economic space and allows to understand the nature and logic of its actions related to conscious interference in economic processes.Improved has been the approach to sustainable development of regions using anti-crisis tools, that uses the identified link between the essence of anti-crisis policy and anti-crisis "object - subject" regulation, the result of which is shown through the anti-crisis regulation and is a tool for anti-crisis policy through mechanisms for increasing employment, implementation of infrastructural territorial and socially significant projects aimed at the development of the region. The economic and mathematical model of planning the sustainable development of private-state partnership activities is proposed, which considers its features and is based on the principles of strategic planning and development in terms of systematic recording of the environment operating. This model uses as a target function the modernized net current value of regional private-state partnership investment projects taking into account regional factors, and the system of restrictions contains indicators due to regional factors, social efficiency, investment opportunities, market demand and personnel and production potentials.
