У дисертаційній роботі запропоновано вирішення наукового завдання з теоретико-методологічного обґрунтування та розробки практичних рекомендацій щодо використання комплексу механізмів та процедур розробки і здійснення стратегій, які впливають на рівень національної безпеки і створюють певний стан для протидії сучасним загрозам. При цьому для врегулювання питань оновлення та забезпечення розвитку структури національної безпеки України з одного боку і своєчасності виявлення, відвернення і нейтралізації реальних і потенційних загроз національним інтересам України з іншого, пропонується застосування в державно-управлінській практиці критеріїв і методик стратегування.Проаналізовані загрози майбутнього безпекового середовища України – ключові небезпеки у воєнній сфері та реалізації національних інтересів (головною з яких залишається збройний конфлікт на Сході України) визначили доцільність використання методу сценарного аналізу за допомогою генерування можливих сценаріїв виникнення та розвитку кризових ситуацій для оцінки і прогнозування тенденцій їх впливу. При чому зазначена гібридність цих загроз, обґрунтовує необхідність запобігання їх впливу (зниження до безпечного рівня) тільки інтегрованими зусиллями усіх суб'єктів сектору безпеки і оборони України.Виявлені особливості довгострокового прогнозування безпекового середовища України на основі глобальних тенденцій розвитку міжнародної обстановки дозволяють проводити прогноз розвитку сценаріїв стратегічної обстановки і можливого характеру майбутніх воєн і воєнних конфліктів (зі врахуванням специфічності перелічених явищ за точністю повторюваності, місцем і часом, складом учасників, застосовуваним озброєнням та військовою технікою, політичною конфігурацією). Проведений аналіз можливостей сектору безпеки і оборони щодо забезпечення національної безпеки України показав суттєву обмеженість ресурсів для гарантованого реагування на актуальні загрози національній безпеці України з огляду на наявність низки нерозв'язаних питань (здебільше матеріально-фінансового, координаційного, управлінського характеру під час виникнення кризових ситуацій). У цьому контексті запропоновано формування інтегрованого потенціалу несилових і силових суб'єктів для усунення та нейтралізації виявлених (прогнозованих) загроз воєнній безпеці держави (загроз воєнного характеру). При використанні зазначеного підходу зміна рівня загроз воєнного характеру стає відповідною цільовою функцією СБО України, яка залежатиме від реалізації можливостей кожної із залучених до протидії складових у вибраному варіанті їх інтеграції. Це у свою чергу дає змогу раціональніше використовувати наявні сили та засоби, позбутися дублювання завдань і неекономного використання вкрай обмежених ресурсів, що виділяються в Україні для забезпечення її воєнної безпеки. Розглянуті джерела, передумови та закономірності виникнення й прояву загроз, які впливають на систему державного управління у сфері національної безпеки. Визначено основні етапи процесу їх систематизації. Виділено основні класифікаційні ознаки та розроблено багатокритеріальну класифікацію загроз системі державного управління на основі ієрархічного аналізу. У дисертаційній роботі уперше обґрунтовано науково-методичний апарат комплексного застосування механізмів та процедур розробки і здійснення стратегії забезпечення достатнього рівня національної безпеки держави в умовах сучасної геополітичної та воєнно-політичної обстановки, існуючих та прогнозованих на найближчу перспективу загроз, складовими якого є: методичний підхід до формалізації стратегування безпекового середовища України у сфері державного управління; комплексна методика визначення завдань суб'єктам системи забезпечення національної безпеки; науково-методичний апарат розподілу завдань та визначення можливостей СБО. Застосування зазначеного науково-методичного апарата дозволило розробити рекомендації щодо стратегування державного управління у сфері забезпечення національної безпеки України.Слід зазначити, що у дисертації запропоновані шляхи оцінювання та прогнозування тенденцій впливу загроз на реалізацію національних інтересів (генерування можливих сценаріїв виникнення та розвитку кризових ситуацій, які можуть становити загрозу реалізації національних інтересів). Ключові слова: державне управління, національна безпека, стратегування, виклики, загрози.^UThe thesis provides the solution to the scientific problem of theoretical and methodological justification and development of practical recommendations for the use of a set of mechanisms and procedures for developing and implementing strategies that affect the level of national security and create a certain state to counter modern threats. At the same time, in order to regulate the issues of updating and ensuring the development of Ukraine's national security structure on the one hand and timely detection, prevention and neutralization of real and potential threats to Ukraine's national interests on the other, it is proposed to apply strategy criteria and methods in public administration practice.The studied conceptual and categorical apparatus of strategizing in the field of public management of the security environment of Ukraine allowed to determine the factors, to outline the time horizon and the frequency of forecasting the future security environment.The essence of the transformation of views on the security environment in the context of globalization has singled out the phenomenon of war as an effective basic tool of international relations, which increases the role of non-traditional weapons, a hybrid combination of which has a multiple increase in destructive influence. The analyzed threats to the future security environment of Ukraine - key dangers in the military sphere and the realization of national interests (the main of which remains the armed conflict in eastern Ukraine) determined the feasibility of using a scenario analysis by generating possible scenarios for crisis.The revealed features of long-term forecasting of the security environment of Ukraine on the basis of global tendencies of development of the international situation allow to carry out the forecast of development of scenarios of a strategic situation and possible character of the future wars and military conflicts (taking into account the specificity of the listed phenomena in terms of the accuracy of recurrence, place and time, composition of participants, used weapons and military equipment, political configuration). The analysis of the capabilities of the security and defense sector to ensure the national security of Ukraine showed a significant limited resources for a guaranteed response to current threats to national security of Ukraine given the number of unresolved issues (mostly material, financial, coordination, management in crisis situations). Using this approach, changing the level of military threats becomes an appropriate target function of the security and defense sector of Ukraine, which will depend on the implementation of the capabilities of each of the components involved in the fight in the selected version of their integration. This, in turn, makes it possible to make more rational use of available forces and means, to avoid duplication of tasks and uneconomical use of extremely limited resources allocated in Ukraine to ensure its military security. The sources, preconditions and regularities of occurrence and manifestation of threats that affect the system of public administration in the field of state security are considered. The main stages of the process of their systematization are determined. The main classification features are identified and a multi-criteria classification of threats to the public administration system based on hierarchical analysis is developed. The key threats to this system, which have an impact on all spheres of national security of Ukraine, which have a complex nature of threats to the system of public administration in the field of national security (information, cyber, corruption) are identified.For the first time, the thesis substantiates the scientific and methodical apparatus of complex application of mechanisms and procedures of development and realization of strategy of maintenance of a sufficient level of national security of the state in the conditions of a modern geopolitical and military-political situation, existing and forecasted threats is compiled. strategizing the security environment of Ukraine in the field of public administration; a comprehensive methodology for determining the tasks of the subjects of the national security system; scientific and methodological apparatus for the distribution of tasks and determining the capabilities of the security and defense sector. The application of this scientific and methodological apparatus allowed to develop recommendations for strategizing public administration in the field of national security of Ukraine.It should be noted that the dissertation proposes ways to assess and predict trends in the impact of threats to the realization of national interests (generating possible scenarios for the emergence and development of crisis situations that may threaten the realization of national interests).
