Актуальність теми дослідження обумовлена необхідності вивчення комплексної проблеми становлення та реалізації стратегічних комунікацій (далі – СК, стратком) оборонно-безпекового сектору України в умовах суспільних трансформацій, гібридної війни й інформаційного протистояння в контексті створення системи захисту в інформаційному та кіберпросторі з метою надання суспільної підтримки стратегічному курсу держави в галузі національної безпеки.Метою наукового дослідження є комплексний аналіз проблематики реалізації, а також обґрунтування шляхів удосконалення системи стратегічних комунікацій оборонно-безпекового сектору України в умовах інформаційногопротистояння.Для досягнення зазначеної мети встановлено і розв’язано такі завдання:- проаналізувати існуючі моделі стратегічних комунікацій в Україні та виокремити особливості реалізації страткому в секторі безпеки й оборони для забезпечення інформаційної безпеки держави в умовах інформаційного протистояння;- узагальнити особливості реалізації стратегічних комунікацій у секторі безпеки й оборони провідних країн світу та їхній вплив на формування і розвиток стратегічних комунікацій оборонно-безпекового сектору України;- проаналізувати інформаційні стратегії Російської Федерації як елементу стратегічних комунікацій під час ведення АТО/ООС; - з’ясувати основні завдання системи страткому МОУ та ЗСУ у питаннях нейтралізації інформаційних викликів у період ведення АТО/ООС через мас-медіа, соціальні мережі;- запропонувати шляхи вдосконалення системи підготовки фахівців зі стратегічних комунікацій оборонно-безпекового сектору України, зокрема в питаннях планування, оцінювання ефективності реалізації стратегічних комунікацій, а також формування позитивного іміджу армії і держави в цілому;- визначити шляхи вдосконалення вітчизняної моделі стратегічних комунікацій у секторі безпеки та оборони в контексті формування інформаційних військ України.Об’єктом дослідження є оборонно-безпековий простір України.^UThe relevance of the research topic is due to the need to study the complex problem of the formation and implementation of strategic communications (hereinafter – stratcom, StartCom) of the defense and security sector of Ukraine in the conditions of social transformations, hybrid warfare and information confrontation in the context of creating a system of protection in information and cyberspace with the aim of providing public support to strategic course of the state in the field of national security.The purpose of the scientific research is a comprehensive analysis of implementation issues, as well as justification of ways to improve the system of strategic communications of the defense and security sector of Ukraine in conditions of information confrontation.To achieve the specified goal, the following tasks were set and solved:- to analyze the existing models of strategic communications in Ukraine and highlight the peculiarities of the implementation of the strategic committee in the security and defense sector to ensure the information security of the state in the conditions of information confrontation;- to summarize the peculiarities of the implementation of strategic communications in the security and defense sector of the world's leading countries and their influence on the formation and development of strategic communications in the defense and security sector of Ukraine;- to analyze the information strategies of the Russian Federation as an element of strategic communications during the conduct of anti-terrorist operations/anti-terrorist operations;- to find out the main tasks of the system of the strategic committee of the IOU and the Armed Forces of Ukraine in matters of neutralizing informational challenges during the period of conducting anti-terrorist operation and anti-terrorist operations through mass media and social networks;- to propose ways to improve the system of training specialists in strategic communications of the defense and security sector of Ukraine, in particular in matters of planning, evaluating the effectiveness of the implementation of strategic communications, as well as forming a positive image of the army and the state as a whole;- to determine the ways of improving the domestic model of strategic communications in the security and defense sector in the context of the formation of information forces of Ukraine.The object of the study is the defense and security space of Ukraine.
