Дисертацію присвячено комплексному дослідженні адміністративноправових аспектів співпраці Державного бюро розслідувань з іншими правоохоронними органами. У результаті проведеного дослідження зроблено ряд концептуальних висновків, висунуто та обґрунтовано низку нових наукових положень, які можуть бути використані для удосконалення сучасної концепції взаємодії Державного бюро розслідувань з іншими правоохоронними органами. У роботі сформовано теоретико-правову візію адміністративно-правових аспектів співпраці Державного бюро розслідувань з іншими правоохоронними органами як комплексної системи, яка: встановлює нормативно-правову базу взаємодії правоохоронних органів у протидії кримінальним правопорушенням, віднесеним до підслідності Державного бюро розслідувань; спрямована на систематичну співпрацю Державного бюро розслідувань з іншими правоохоронними органами, узгоджується з їхньою метою і завданнями, ґрунтується на принципах спільної діяльності; об’єднує специфічні сили і засоби, джерела інформації визначених правоохоронних органів для досягнення спільної мети співпраці. Охарактеризовано зарубіжний досвід організації правоохоронних органів у контексті діяльності Державного бюро розслідувань та встановлено напрями оптимізації адміністративно-правового регулювання міжнародного співробітництва Державного бюро розслідувань. As a result of the conducted research, a number of conceptual conclusions were made, a number of new scientific provisions were put forward and substantiated, which can be used to improve the modern concept of the interaction of the State Bureau of Investigation with other law enforcement agencies. The work formed a theoretical-legal vision of the administrative-legal aspects of the cooperation of the State Bureau of Investigations with other law enforcement agencies as a complex system that: establishes a normative-legal basis for the interaction of law enforcement agencies in combating criminal offenses assigned to the jurisdiction of the State Bureau of Investigations; aimed at the systematic cooperation of the State Bureau of Investigation with other law enforcement agencies, consistent with their goals and tasks, based on the principles of joint activity; unites specific forces and means, sources of information of specified law enforcement agencies to achieve the common goal of cooperation. Having clarified the content of the administrative and legal aspects of the cooperation of the State Bureau of Investigations with other law enforcement agencies, it is proposed to define them as a a set of issues related to the normatively established provisions of administrative law in the sphere of interaction of the State Bureau of Investigation with other law enforcement agencies for the purpose of prevention, detection, termination, disclosure and investigation of criminal offenses classified as their competence. According to the criterion of the form of expression, the administrative and legal regulation of the activities of the State Bureau of Investigations is classified into two main groups: 1) external – acts created outside the State Bureau of Investigations; 2) internal – departmental acts that additionally regulate and detail aspects related to the organization of activities and interaction of the State Bureau of Investigation with other law enforcement agencies. Insufficient regulatory support for the aspects of cooperation of the State Bureau of Investigations with other law enforcement agencies and the need for more detailed regulation of forms of interaction, the essence of joint activities, criteria for their effectiveness, and the roles of each subject in such a process are noted. The principles of cooperation are investigated by analyzing their three systems: general principles of law enforcement activity (their practical implementation in the process of organization, activity and interaction of the State Bureau of Investigations), special principles of the State Bureau of Investigations, principles of cooperation. The foreign experience of the organization of law enforcement agencies in the context of the activities of the State Bureau of Investigations is characterized, and directions for optimizing the administrative and legal regulation of international cooperation of the State Bureau of Investigations are established.
