У дисертації охарактеризовано систему вищої медичної освіти, систему медичної практики та їх взаємодію як об'єктів державного управління. Визначено мету й завдання державної політики з питань взаємодії систем вищої медичної освіти та медичної практики. Проаналізовано міжнародні та зарубіжні стандарти державної політики з питань взаємодії систем вищої медичної освіти й медичної практики. Визначено форми взаємодії вищої медичної освіти з практичною медициною згідно із чинним законодавством України. Проаналізовано проблеми державного регулювання діяльності клінічних кафедр закладів вищої та післядипломної медичної освіти. Ідентифіковано проблеми державного регулювання післядипломної медичної освіти.Запропоновано напрями вдосконалення державного регулювання: діяльності клінічних кафедр закладів вищої та післядипломної медичної освіти; лікарської інтернатури; інших форм взаємодії систем вищої медичної освіти та медичної практики. Обґрунтовано Концепцію державного регулювання взаємодії систем вищої медичної освіти та медичної практики, яка передбачає формування й розвиток відповідних механізмів державного управління: прийняття необхідних нормативно-законодавчих актів (правовий механізм); створення консультативно-дорадчого допоміжного органу при Кабінеті Міністрів України (інституційний механізм); розробку плану заходів і створення умов щодо активної інформаційно-комунікаційної діяльності в соціумі (інформаційно-комунікативний механізм)^UThe dissertation describes the system of higher medical education, the system of medical practice and their interaction as objects of public administration. The conceptual and categorical apparatus of science «public administration» has been improved by clarifying the content of the concepts: «interaction of higher medical education systems and medical practice» and «state regulation of the interaction of higher medical education systems and medical practice». The purpose and tasks of the state policy on the issues of interaction of the systems of higher medical education and medical practice are determined. It is established that the purpose of the state policy on the interaction of higher medical education and medical practice is to ensure a high level of training (primarily practical component) of medical personnel, creation and implementation of advanced medical technologies in the treatment process and improving the quality of medical care. The tasks of the state policy of interaction of the systems of higher medical education and medical practice are a set of measures that must be taken to achieve the goal of such state policy. International and foreign standards of state policy on the interaction of higher medical education and medical practice are analyzed. It is proposed to implement in the practice of state regulation in Ukraine the positive experience of state management of the interaction of higher medical education systems, which has become widespread in Canada, Switzerland, the Czech Republic and the United States.The forms of interaction of higher medical education with practical medicine according to the current legislation of Ukraine are determined. The problems of state regulation of the activity of clinical departments of institutions of higher and postgraduate medical education are identified. It is established that the main problem of the activity of clinical departments of institutions of higher and postgraduate medical education is the issue of access to patients by scientific and pedagogical workers of institutions of higher (postgraduate) medical education, as well as interns. Problems of state regulation of postgraduate medical education are analyzed. It has been established that the issue of compulsory employment of graduates of higher medical education institutions in the budget form of post-internship education has not been finally resolved at the organizational and legal level. The need to solve the problem of regulation of medical residencies, university hospitals, financing of continuous professional development of medical staff, medical self-government and individual licensing of medical activities, development of appropriate incentives for professional activities in Ukraine of qualified young medical staff is established
