Дисертаційну роботу присвячено вирішенню наукового завдання обґрунтування теоретико-методичних засад та розроблення методико-прикладних положень оцінювання ефективності екологічного інвестування в умовах децентралізації та інтеграції України в ЄС. Досліджено теоретичні засади управління інвестиціями; визначено сутність, визначено сутність, особливості та класифікацію екологічних інвестицій як економічної категорії; висвітлено концептуальні положення оцінювання ефективності екологічного інвестування. Актуалізовано необхідність визначення саме результативності інвестиційної діяльності у сфері охорони навколишнього природного середовища при оцінюванні ефективності.Проведено дослідження особливостей фінансового забезпечення охорони навколишнього природного середовища в Україні. Висвітлено сучасні тенденції інвестування природоохоронної діяльності та виявлено основні проблемні моменти. За допомогою проведеного порівняльного аналізу екологічного інвестування, дієвості та ефективності справляння екологічного податку в Україні та країнах ЄС, обґрунтовано доцільність використання екологічного оподаткування як засобу стимулювання вітчизняного екологічного інвестування та встановлено необхідність проведення оцінювання ефективності екологічного інвестування.Запропоновано науково-методичний підхід до оцінювання ефективності екологічного інвестування. Обґрунтовано необхідність використання єдиного критерію ефективності екологічного інвестування шляхом порівняння інтегральних індексів обчислених за допомогою системи показників, яка є складною ієрархічною структурою на верхньому рівні якої знаходяться агреговані критерії «дієвість» (effectiveness) та «ефективність» (efficiency), що визначені шляхом поєднання значної кількості методів та процедур.^UThe dissertation is aimed at solving the scientific problem related to substantiation of theoretical and methodological principles and development of methodological and applied implementation for evaluating the effectiveness of environmental investment in the context of decentralization and integration of Ukraine into the EU. The relevance of the research is confirmed by the fact that the terms of the Agreement on PoliticalTheoretical principles of investment management are investigated with the help of semantic analysis methods. The analysis of modern scientific and methodical approaches to the interpretation of the essence of the concept of «investments» and carried organize. It is established that the essence of the concept of «investment» is characterized by a prerequisite - investment in certain objects in order to obtain a predetermined result (obtaining economic, social or / and environmental effect / effects).It is studied the works of domestic and foreign scientists, which reflect the theoretical and practical aspects of environmental investment. The author identified two main approaches: environmental and preventive and the positions on the interpretation of the economic category «Environmental Investment». In general, the analysis allowed to formulate our own understanding of the theoretical meaning of the concept of «Environmental Investment», the essence of which is the following: first - the target and functional characteristics of environmental investment is multi-vector; second - environmental investment should be seen as an opportunity to prevent eco-destructive impacts. On the basis of interpretation of essence of ecological investments it is presented the allocation of their characteristic features, and also taking into account the basic directions of realization of ecological investing interaction between objects - subjects of ecological investment.It is determined that the effectiveness of environmental investment should be based on a clear identification of goals and objects of investment, which are crucial factors for the selection of performance criteria. The general features of ecological investment efficiency criteria are considered and it is determined that the optimal criterion will be the calculation of changes in input and output parameters, that is, the assessment of the effectiveness of environmental investment is reduced to solving the problem of binary classification on the basis of a single criterion for the effectiveness of environmental investment.
