Важливим є розкриття сутності формування та реалізації фінансово-бюджетної політики як інструменту економічного розвитку, інтеграції бюджетних складових управління фінансово-економічними відносинами, обгрунтованості бюджетного механізму, упорядкування системи публічних закупівель в умовах недостатнього рівня формування доходів бюджету та значного рівня дефіциту бюджету, визначення напрямів розвитку системи формування бюджету з врахуванням пріоритетів соціально-економічного розвитку країни. У даних фінансово-економічних умовах вагомим є визначення пріоритетних напрямів фінансово-бюджетної політики, оцінка її впливу на економічний розвиток країни, впровадження дієвих фінансових та бюджетних складових суспільного розвитку. Важливим є удосконалення підходів щодо формування фінансово-бюджетної політики як інструменту економічного розвитку, дієвого використання фінансово-бюджетних механізмів як складової економічної політики держави.Наукова новизна одержаних результатів полягає у розкритті сутності формування та реалізації фінансово-бюджетної політики як інструменту економічного розвитку, яка полягає в інтеграції бюджетних складових управління фінансово-економічними відносинами виходячи з пріоритетів соціально-економічного розвитку країни, з врахуванням необхідності раціонального використання бюджетних видатків, бюджетної адаптації до динаміки суспільних відносин, забезпечення якісного надання публічних послуг при залученні мінімального обсягу бюджетних коштів та досягнення максимального результату при використанні цих коштів, що надасть можливість підвищити дієвість бюджетного процесу, стійкість бюджетної системи, обгрунтованість бюджетного механізму, упорядкування системи публічних закупівель в умовах недостатнього рівня формування доходів бюджету та значного рівня дефіциту бюджету.
