Дисертацію присвячено актуальним проблемам державного регулювання територіальної оборони та його механізмам в Україні. Розкрито основні теорії, які лягли в основу визначень, опису й характеристик категорії «державне регулювання» зарубіжних фахівців, а також виділено теорії державного регулювання, в контексті яких розглядають категорію «державне регулювання територіальної оборони». Показано, що державне регулювання територіальної оборони тлумачать у контексті теорії суспільних інтересів, де особливе місце відведено суспільним благам (моделі США, шведська, австрійська), до яких належить територіальна оборона. Відзначено роль уряду як соціального планувальника при державному регулюванні стандартів безпеки.Виокремлено основні принципи державного регулювання територіальної оборони як підґрунтя формування та реалізації державної політики у сфері оборони, прогнозування й розробка програм з питань територіальної оборони, котрі мають бути визначені на законодавчому рівні.Надано авторську характеристику системи територіальної оборони України, механізмів державного регулювання територіальної оборони України.Згруповано функції відповідних структурних підрозділів обласних державних адміністрацій відповідно до механізмів державного регулювання територіальної оборони. Продемонстровано співвідношення та функції відповідних структурних підрозділів зі змістом низки виокремлених механізмів державного регулювання територіальної оборони України: правового, організаційного, адміністративного, політичного, соціального, економічного, освітньо-культурного, координаційного, інформаційного.Проведено аналіз механізмів державного регулювання територіальної оборони зарубіжних держав (США, Великобританія, Франція, Фінляндія, Швеція, Китай, Ірландія, Польща, Румунія, Литва, Латвія, Естонія).Показано особливості організації територіальної оборони в Україні.Продемонстровано доцільність розроблення й формування системи механізмів державного регулювання територіальної оборони, де кожен з них є елементом загальної системи й виконує свої функції.Виокремлено основні механізми державного регулювання територіальної оборони України. Запропоновано групи методів для формування й запровадження механізмів державного регулювання територіальної оборони. Розроблено концептуальну модель механізмів державного регулювання територіальної оборони України.^UThe dissertation is devoted to actual problems of state regulation of territorial defense and its mechanisms in Ukraine. Author of the dissertation research:– generalized research on territorial defense issues and it is determined that the latter is being studied as a phenomenon and as a process;– highlighted the basic scientific approaches to understanding and characterization of territorial defense as a system, activity, interaction, influences;– the basic theories that underlie the definitions, descriptions and characteristics of the category of «state regulation» of foreign experts are highlighted, as well as theories of state regulation in the context of which the category «state regulation of territorial defense» is considered;– it is shown that state regulation of territorial defense is considered in the context of the theory of public interests, where a special place is given to the public goods (US models, Swedish, Austrian) to which territorial defense belongs. The role of the government as a social planner in state regulation of security standards is outlined;– the basic principles of state regulation of territorial defense as a basis for the formation and implementation of state policy in the field of defense, forecasting and development of programs on issues of territorial defense, which should be defined at the legislative level;– periodization of the dynamics of changes of the territorial defense entities in the legislation of Ukraine was made;– the author's characteristics are given to the system of territorial defense of Ukraine, mechanisms of state regulation of territorial defense of Ukraine;– grouped the functions of the respective structural units of the regional state administrations in accordance with the mechanisms of state regulation of territorial defense;– demonstration of correlation of the Program and functions of the respective structural units with the content of a number of separate mechanisms of state regulation by the territorial defense of Ukraine: legal, organizational, administrative, political, social, economic, educational, cultural, coordination, information;– analysis of mechanisms of state regulation of territorial defense of foreign states (USA, UK, France, Finland, Sweden, China, Ireland, Poland, Romania, Lithuania, Latvia, Estonia);– features of organization of territorial defense in Ukraine are shown;– the expediency of developing and forming a system of state regulation mechanisms for territorial defense has been demonstrated, where each mechanism is an element of the general system and performs its functions;– the main mechanisms of state regulation of the territorial defense of Ukraine, which should be considered as a certain system of purposeful influence of the state, have been identified;– groups of methods for forming and introducing mechanisms of state regulation of territorial defense are proposed; – a conceptual model of mechanisms of state regulation of territorial defense of Ukraine has been developed;– proposals for the development of territorial defense in Ukraine have been formulated.
