Moreover, it will provide efficient usage of the computing resources and eliminate such a situation that some resources stand idle when the other are overloaded with users' tasks implementation.

The error-correcting capabilities of regular LDPC (Low Density Parity Check) codes and BCH (Bose-Chaudhuri-Hocquenguem) codes are examined. The qualitative analysis and the quantitative assessment of error-correcting abilities are performed for LDPC codes with code word length n = 1000 bits and BCH codes with code word length n = 1023 bits. The code rates of LDPC and BCH codes are determined for a known signal to noise ratio in the gaussian channel; detected code rates are optimal for predefined modulation type and required information reliability on the receiver side.

Web Service Composition (WSC) is a process that helps to save much programming and cost effort by reusing existing components - web services. This process consists of two major stages - Web Service Discovery and Selection (WSD, WSS). This paper presents an overview of current state-of-the-art WSD and WSS methods. It also provides an analysis and highlighting of major problems like lack of support of the syntactical description in fuzzy logic algorithms in WSD and complex approach shortage in WSS problem. Moreover WSC approach and SLA-Aware WSC System are presented.

Efficiency of DCT-based filters for a wide-class of images is investigated. The study is carried out for additive white Gaussian noise (AWGN) case with several intensity levels. Local DCT-based filter is used as basic denoising technique. Nonlocal BM3D filter known as the state-of-the-art technique for AWGN removal is also exploited. A precise prediction method of denoising efficiency for several quality metrics is proposed. It is shown that statistics of DCT coefficients provides useful information. Regression models for analyzed filters and metrics are presented. The obtained dependence approximations of quality metrics on DCT statistics have high goodness of fit. One-parameter and multi-parameter fitting cases are considered. The most valuable DCT statistics are found.

The boundary problem for eigenmodes in coaxial quad-ridged waveguides has been solved by the transverse field-matching technique. The formulas obtained provide possibilities to calculate cutoff wave numbers and electric and magnetic fields distributions of TEM, TE and TM modes in the presence of the ridges either on the inner or on the outer perfectly conducting cylinder. The analysis of the dependences of cutoff wave numbers and electric field distributions convergences on the number of partial modes has been carried out. It has been shown that for calculation of cutoff wave numbers with residual error less than 0,1 % it is enough to utilize 27 partial modes, and for the correct calculation of fields distributions one should utilize more than 30 partial modes.

The convolutional codes analysis and synthesis technique is proposed. This technique is optimal according to near Shannon's bound criterion and guarantees a given bit error rate from message source. The proposed technique is based on the well-known optimum block codes synthesis method. As a result, equivalent parameters set of convolutional codes is received. This set corresponds the optimal block code. The algorithm for synthesis an optimal convolutional code is proposed. Examples of optimal convolutional codes analysis and synthesis in the channel with a given energy are presented.

The new method, increasing efficiency and reliability of change detection in three structures in the Internet data under indetermination of data structure (DTD, XML-Schema) is proposed in this paper. The Boolean linear programming problem was solved in two exact methods - modified Balazs with filter and modified DP method and A modified method for selecting a neural network architecture was proposed. There is also considered publish/subscribe system description enhanced with core module, which provides notifications of changes to subscribers only in case they occurred.

The channel utilization factor is a typical QoS functional model of a telecommunication network. A common analytic formula of this factor includes non differentiable members that hinder functional model conversion. This paper introduces an approximation of the QoS functional model based on regression analysis and performed via differentiable functions. Recommendations are given to implement the findings for data flow control in telecommunications.

In this paper has been proposed model of communication system with dynamic network topology in which the process of changing the topology graph over time is to create or break connections between components within a single physical server or between pairs of components that are located on different machines. An essential criterion is the availability of system performance connectivity graph at the time of transition from one state to another topological and fixed number of nodes. Analysis showed that virtual topological structure of such a cloud network will depend on the probability of failure in the middle of the road segment. The probability of blocking close to zero when the number of available channels is 20 - 30 % of the total subscribers.

The new method of Multichannel M-ary Bi-Orthogonal Keying, its operating principle and performance studying are introduced in this paper. Utilized spectral efficiency and BER performance of this method are also studied in comparison with DSCDMA. Overall efficiency as spectral-to-power efficiencies rate comparison of these multichannel CDMA techniques is presented. All theoretical issues are accompanied with simulation results in MATLAB software package.

A new method for blind estimation of mixed noise parameters is proposed. The method is based on line fitting into a set of cluster centers obtained from scatter-plot of local variance and mean estimates. Improved estimation of cluster centers is performed on basis of fourth-order statistical moment analysis. The estimation results for the proposed method are compared to the results for other known methods using images from TID2008 database. It is shown that the proposed method provides estimation accuracy comparable to the estimation accuracy of the method based on maximum likelihood estimation of image and noise characteristics (which is considered the best among the existing methods). An advantage of our method is that it is considerably faster.
