Освещен вопрос, касающийся решения проблемы обнаружения слабых аналоговых сигналов на фоне сильного шума с обеспечением гораздо большего выигрыша в отношении сигнал/шум в сравнении с уже существующими техническими решениями. Рассмотрено устройство обработки сигналов, описана сущность способа, условия достижения поставленной задачи получения максимального выигрыша в отношении сигнал/шум, превышающего 50 дБ, и преимущества рассмотренного устройства, которое является эффективным для систем обработки информации с малым уровнем мощности.

Розробка та дослідження нових нейроактивних речовин залишаються актуальними через невиліковність нейродегенеративних захворювань. Перевірено експериментальний засіб, створений із білкових компонентів крові пацієнтів із хворобою Альцгеймера в період ремісії. Передбачено, що цей засіб містить автонейроактивні молекули, які можуть мати терапевтичний або профілактичний вплив. Експериментальний засіб було перевірено на модельному організмі Drosophila зі sws-залежною нейродегенерацією. Одну тестову систему було представлено особинами дикого типу Oregon R і мутантами sws1; іншу було представлено трансгенними лініями для UAS-GAL4 керованого нокдауну гена sws у гліальних клітинах. Adement і негативний контроль BPAP (білки плазми крові пацієнтів із хворобою Альцгеймера) згодовували двома способами: личинкам або на стадії імаго. Ефекти засобів оцінено за виживанням досліджуваних особин. Мухи з різними генотипами й оброблені різними способами виявили індивідуальні показники виживання в кожному окремому випадку. Однак не встановлено жодного із покращанням виживання, навпаки, в деяких випадках Adement знижував виживання. Результати вказують на відсутність ефекту або токсичність засобу Adement як на контрольних особин, так і на мух зі sws-залежною нейродегенерацією.

Розглянуто вплив передбачуваного внутршньопланетного нерадіогенного джерела енергії космічної (галактичної) природи на процес взаємних зсувів планетних оболонок. Встановлено, що конфігурація конвекції в земних надрах має одночасно три варіанти топології конвективних потоків (однокоміркова, двокоміркова відкритого і закритого типів), одномоментне існування яких обумовлено нерівномірним у просторі і часі нагріванням надр джерелом енергії космічного походження. Переміщення мас у ході конвекції призводять до взаємного похитування оболонок щодо земної осі обертання. Такі коливання властиві як зовнішній кам'яній оболонці, так і внутрішньому ядру планети. Рухи оболонок, ймовірно, гравітаційно синхронізовані, існують певні резонанси у цих рухах. Похитування відбуваються в певному коридорі, який розташовується посередині між антиподально розташованими на екваторі суперплюмами (Африканським і Тихоокеанським). Вісь, навколо якої зміщуються оболонки, приблизно збігається з віссю екваторіального максимального моменту інерції і проходить через суперплюми і відповідні їм позитивні ундуляції геоїда. Її існування зумовлене загальномантійною ізостазією, котра змушує спливати розігріті сегменти кам'яної оболонки, формуючи фігуру Землі і розподіл її обертального моменту.

The problem of controlling morphology of discontinuous gold films by the method of optical angular Mueller-polarimetry has been considered. A set of the samples of such films with different amounts of sputtered metal has been fabricated and studied. The reference structure control was carried out by atomic force microscopy and measurement of the film resistivity. In this paper, only 4 elements of the upper left minor of the Mueller matrix have been discussed. It has shown that clear correlation between these elements and the amount of sputtered metal takes place. The two diagonal elements increase with the growth of the metal layer, while the other two demonstrate non-monotonic behavior. The dependences on the angle of light incidence for the diagonal elements are monotonic, and for the non-diagonal ones are opposite. The obtained results may be explained by the features of light scattering in the vicinity of the percolation threshold of an island gold film.

Виходячи з теоретичних міркувань, деякими авторами в літературі було висловлено гіпотезу про можливість існування в надрах Землі та інших планет джерела енергії космічного походження. Авторами здійснено півставлення властивостей запропонованого фізиками космічного джерела енергії з властивостями реально спостережуваної нерадіогенної частини внутрішньої енергії Землі та інших планет, які показали, що є ознаки дійсного існування такого джерела. Крім радіогенної енергії надра Землі та планет можуть мати "додаткове" джерело енергії космічного походження, котре модулюється положенням та напрямком руху Сонячної системи в Галактиці. Розглянуто вплив передбачуваного внутршньопланетного нерадіогенного джерела енергії космічної (галактичної) природи на процес взаємних зсувів планетних оболонок. Залежність його від напрямку руху призводить до того, що максимальне вивільнення енергії відбувається, коли проекція вектора швидкості руху планети у Галактиці знаходиться на екваторі планети, наслідком чого є існування екваторіального гарячого поясу в її надрах. Структура конвективних потоків з екваторіальним гарячим поясом у надрах планети та антиподально розташованими суперплюмами, що входять до нього, характерна не лише для Землі, але і для планет земної групи та деяких супутників. Така структура конвекції сформувалася на початку існування планетної системи, можливо вже на стадії акреції. Вона визначає специфіку перерозподілу мас речовини у надрах планети та характер зміщень оболонок одної відносно іншої. Перерозподіл мас під час конвекції призводить до взаємних похитувань оболонок відносно осі обертання. Такі зміщення відбуваються у виділеному коридорі між суперплюмами відносно осі, що їх з'єднує. Зміщення оболонок задають конфігурацію областей напруження та сітки планетарних розломів. Походження даної структури конвективних потоків пов'язане, можливо, з імпактним процесом та космічно зумовленим нагріванням приекваторіального поясу планетних надр. Редультати одержано шляхом співставлення даних космічної геодезії, вулканології, палеомагнетизму, палеокліматичних даних для таких планет, як Марс, Місяць та супутник Юпітера - Європа.

Мета роботи - обгрунтування індивідуалізованого вибору засобів замісної терапії з урахуванням патогенезу розвитку синдрому сухого ока в кожного окремого пацієнта. Для досягнення поставленої мети було здійснено контент-аналіз інформації з номенклатури активних інгредієнтів та механізмів дії засобів замісної терапії, наведеної в інструкціях для медичного застосування лікарського засобу, інструкціях з використання медичного виробу та інструкціях із застосування. Наступним етапом роботи було здійснене патогенетичне ранжування ЗЗТ залежно від їх впливу на певну ланку порушення процесу оновлення слізної плівки при синдромі сухого ока. Отримана в результаті проведеного дослідження інформація надає можливість лікарю-офтальмологу, базуючись на результатах порушення кількісного та якісного співвідношення шарів слізної плівки, отриманих за допомогою новітніх засобів діагностики, прицільно здійснювати лікування синдрому сухого ока з урахуванням необхідної точки прикладання дії засобів замісної терапії, зважаючи на вміст та механізм дії активних інгредієнтів у них.

Purpose. To research the criminalization of offences against illegal extraction of minerals of strategic importance; it is of equal importance for legislative and law enforcement activities, development and implementation of economic programs, and the strengthening of the government and local authorities. Methodology. The research focuses on identifying vulnerabilities of prosecution for illegal mining by means of studying and analyzing the legal framework of Ukraine, theoretical foundation in relevant fields, analysis of judicial practice of bringing persons to justice under Art. 240, Paragraph 2 of the Criminal Code of Ukraine. Systems of special approaches and methods, namely the formal-logical, logical-normative, method of system analysis facilitated investigation of the declared subject. Findings. Certain problems are revealed which occur during the formation of penal prohibition of the studied criminal practices at the legislative level, including the inconsistency of criminalization of illicit mining with the severity of negative legal consequences. Originality. The article analyzes the problematic issues of prosecution for illegal extraction of minerals under Article 240, Paragraph 2 of the Criminal Code of Ukraine "Violation of the established rules for the use of subsoil, if it has created a threat to life, health or the environment, as well as illegal extraction of minerals of public importance". Proposals are substantiated aimed at enhancing the current criminal legislation and its implementation by law enforcement agencies of Ukraine in dealing with illegal exploitation of natural resources of national importance. Practical value. The work studied the norms of legal liability for illicit subsurface use, and judicial practice of law enforcement of the specified norms. The authors maintain that the legal provisions of criminal legislation which provides for liability for this act mentioned, should be significantly improved in terms of clear defining of the disposition and broadening and strengthening of the sanction on Article 240, Paragraph 2 of the Criminal Code of Ukraine. The expediency is confirmed to expand the category of perpetrators under this article considering the involvement of a wide range of people both directly in the process of illegal mining, and further transportation and sale.

Purpose. To analyze and assess the legal basis of the activities of enterprises that have an impact on the atmospheric air due to the result of their activities, to elaborate recommendations on improving the mechanism for monitoring and influencing the activities of such enterprises, and types of legal liability for violations of legislation in the sphere of atmospheric air protection. Methodology. The study on problematic issues of strengthening the control of the activities of enterprises with industrial air pollution was carried out by studying and analyzing the regulatory and legal framework of Ukraine, theoretical research in the relevant sectors, analysis of official statistics on air pollution. Findings. The current legislation on the control of enterprises with industrial air pollution has been studied in the paper. Some problems and lack of proper control over the activity of enterprises with industrial atmospheric pollution were revealed. Originality. The main ways have been formulated of influence and improvement of control over the activity of industrial enterprises, the functioning of which is connected with atmospheric air pollution: reforming the state control bodies in the field of environmental protection; strengthening public control in the sphere of environmental protection; adjustment of legislation and strengthening of the liability of the enterprises. Practical value. The paper recommends the introduction of compulsory public participation at the stage of "monitoring compliance with the law in the activities of enterprises with industrial pollution of atmospheric air", which will help to conduct a political dialogue on such an important issue. In order to give the necessary powers to public inspectors, it is proposed to amend the legislation in the sphere of atmospheric air protection and supplement it with the relevant norms, which will introduce mandatory training of public eco-inspectors. Also, the necessity to strengthen administrative responsibility at the stage of control over the activity of enterprises with industrial air pollution is argued. It will be relevant to strengthen administrative responsibility and to determine a fine in the amount of 50 % of losses due to being fully compensated. Thus, amendments to Article 78 and 79 of the Code of Ukraine on administrative offenses will deter relevant actors from violations of environmental legislation.

Purpose. To give recommendations on improving the legal acts to regulate the relevant legal relations in the field of criminalization of encroachments related to violation of labor protection legislation. Methodology. The study on problematic issues of prosecution for violating the requirements of labor protection legislation was carried out through the study and analysis of: legislative base of Ukraine; works of scientists in relevant fields; analysis of judicial practice (on the example of analysis of judicial practice in cases considered by courts of general jurisdiction of Dnipropetrovsk region and the Supreme Court for the last 15 years) on bringing persons to justice under Parts 1, 2 of Article 271 of the Criminal code of Ukraine "Violation of requirements of the legislation on labor protection". Findings. Some problems that arise in the formation of the criminal law practice of prosecuting persons accused of criminal offenses related to violations of labor legislation, which has led to damage to the health of a worker or their death, including inconsistency of criminalization violation of the severity of negative legal consequences for the perpetrators. Originality. The work analyzes the problematic issues of bringing one to justice for violating the requirements of labor protection legislation if this violation has caused harm to the health of the victim or his death. Proposals aimed at amending and improving the current criminal and criminal procedure legislation of Ukraine are substantiated. Practical value. The norms of the responsibility for violation of the legislation on labor protection, judicial practice of the recent years on law enforcement of the corresponding norms are investigated in the work. It is concluded that the current criminal legislation needs to be changed in terms of strengthening the responsibility for the actions provided in Part 2 of Article 271 of the Criminal Code, in the form of increasing the sanction in the form of imprisonment and mandatory application of additional punishment in the form of a ban on holding relevant positions. The results of the study have implications for practicing lawyers, legal advisers and attorneys, lawmakers, and affected workers and their families in the event of the death of a worker.

Мета роботи - дослідження сезонності роздрібної реалізації засобів замісної терапії синдрому сухого ока за 5-річний термін (2016 - 2020 рр.) порівняно зі щорічними місячними коливаннями, зважаючи на ймовірну нетиповість показників 2020 р. внаслідок випливу пандемії. Для досягнення поставленої мети було використано ретроспективний, структурний та графічний методи; здійснено маркетинговий аналіз вітчизняного фармацевтичного ринку з огляду на наявність засобів замісної терапії синдрому сухого ока. Наступним етапом роботи було визначення сезонних коливань у рядах динаміки реалізації препаратів для усунення станів, що супроводжуються синдромом сухого ока, в Україні за 2016 - 2020 рр. При аналізі роздрібної реалізації засобів замісної терапії синдрому сухого ока за період 2016 - 2020 рр. спостерігається стала тенденція щодо наявних піків сезонності в березні, серпні та грудні. Отримана в результаті проведеного дослідження інформація є необхідною як для пацієнтів, так і для працівників фармацевтичних підприємств оптової та роздрібної реалізації лікарських засобів та виробів медичного призначення. Щодо пацієнтів - є можливість застосовувати запобіжні заходи з метою перешкоджання впливу ряду досліджуваних агресивних чинників. Фармацевтичні ж підприємства, спираючись на показники сезонності попиту на засоби замісної терапії синдрому сухого ока, зможуть здійснювати формування товарних запасів, що забезпечать фізичну доступність засобів замісної терапії для населення, тим самим опосередковано позитивно впливаючи на якість лікування пацієнтів із синдромом сухого ока.

Purpose. Conducting a study on problematic issues of legal regulation of economic activity during the period of armed aggression of the Russian Federation against Ukraine, including relations with enterprises of the mining and metallurgical sector. This will be relevant for legal advisers at enterprises, legal practitioners, legislators, owners of these enterprises and their employees as well as representatives of executive authorities, whose powers include the elimination of gaps in legislation, with the provision of practical recommendations for improving the norms of the current legislation to regulate relevant relations and minimize possible cases of manipulation of the current legislation. Methodology. General scientific methods for researching processes and phenomena were used, namely: methods of analysis and synthesis to create a methodological apparatus for studying the consequences of the influence of "force majeure circumstances" on the activities of enterprises. Special research methods were also used, namely: grouping and systematization of theoretical material on the research topic, and logical generalization of the main characteristics. Findings. The presented scientific study analyzes problematic issues of legal regulation of relations with enterprises of the mining and metallurgical sector, including the aspect of reference by enterprises to "force majeure" as a reason for not fulfilling their duties. The practice of manipulation by counterparties of their rights and the imposed martial law is analyzed, and proposals for changes to the current legislation are provided, the purpose of which is to simplify the procedure for protecting enterprises that are forced to go to court to recover obligations from the other party under the contract. Originality. The article analyzes new aspects of the problems of a legal settlement of relations between legal entities (companies of counteragents) and enterprises of the mining and metallurgical sector, due to the armed aggression of the Russian Federation against Ukraine, using the example of counterparties' use of the possibility of evading the fulfillment of their obligations under the agreement (contract), substantiated proposals aimed at improving the norms of the current economic procedural legislation. Practical value. The results of the study are important for legal advisers, practicing lawyers and lawyers, managers and accountants of enterprises in the case of the need to prove the existence of specific circumstances in the counterparty's activities (destruction or damage to the material and technical base, lack of employees, other factors). The significance for legislators and executive authorities is that they can directly improve the legal framework.
