Узагальнено методичні підходи до оцінкиефективності галузі скотарства. Проаналізовано сучасний стан її розвитку.Здійснено оцінку державної підтримки скотарства та запропоновано шляхи їївдосконалення з урахуванням впливу соціо-еколого-економічного коефіцієнтана показники ефективності галузі. Установлено прояв дії закону спадної віддачіна основі визначення зв'язку між інтенсивністю виробництва, йогоефективністю, розвитком. Обґрунтовано оптимальні параметри галузі звикористанням системи показників техногенного навантаження, екологічнихвимог. Здійснено кількісну оцінку впливу технічного і технологічного розвиткугалузі на показники її ефективності. Запропоновано механізм хеджуванняризиків формування товарної продукції суб'єктів господарювання галузі наоснові короткострокового прогнозування ціни на молоко. The author deeply and systematically considers principles of its sustainabledevelopment. The work defines institutional support of the mechanism, regulatingeffective development of the branch. In this case, such institutes are the state and themarket. Theoretical bases of the regulation mechanism and development of cattlebreeding according to the world and domestic tendencies are focused on sustainabledevelopment of the branch. The dissertation substantiates the main directions in thedevelopment of economic mechanism transformation in modern conditions.Peculiarities of conducting scientific research at the branch level are determinedin the work. The author has supplemented a system of indicators by assessing theeffectiveness of tools, regulating livestock production on the basis of socio-ecologicaland economic efficiency ratio, as well as those of herd reproduction. This can increasethe validity and reliability of the research results.The dissertation highlights characteristic features of livestock development,selecting two different trends and 6 subperiods, based on the vector and relationship of industrial environmental factors and changing rates in the volume of its products. Theauthor has analyzed cattle breeding development conditions in Ukraine and indicatorsof its efficiency during 1990–2019, as well as factors of effective branch developmentor restraining it. The author studied current instruments of state support of livestock.The existing stable relationship between changes in the socio-ecological and economicefficiency ratio and indicators of livestock development efficiency has been determinedin the course of the research.The purchasing behavior of consumers of livestock products and the factorsaffecting it, was closely examined , taking into account strategic parameters of theindustry, the level of income of rural and urban population.The author expresses theopinion that the law of diminishing returns manifests in the livestock industry, bydetermining the relationship between the intensity of production in the industry and itsefficiency. The dissertation analyzes specialization and concentration of productionprocesses in industry, determining their features. The optimal parameters of livestockindustry development in the indication systems of technogenic load on the environmentand a set of measures based on environmental requirements are highlighted in the work.The author considers influence of a technical and technological development level ofthe livestock industry on the efficiency indicators, quantitatively assessing such animpact.Using socio-ecological-economic efficiency coefficient and the system ofsubsidy, it is possible to improve the instruments of state support of cattle breeding atthe level of economic entities of the industry with its differentiation. The dissertationconsiders the mechanism of risk hedging, stability in the formation of marketableproducts of economic entities in livestock industry, based on a short-term forecastingof milk prices, by taking into account the weight share of raw materials in the sale priceof dairy products. The author defines conceptual bases of cooperation development,generalizing historical aspects, modern world and domestic experience, and offersways of its activization in the field of cattle-breeding.Key words: mechanism, development, cattle breeding, efficiency, institutions,intensification, innovations, concentration, specialization, declining return, subsidies,prices, cooperation.
