Аргументованооб'єктивну необхідність офіційного визнання статусу наукових бібліотекУкраїни як самодостатніх і самобутніх бібліотек-видавців, які впродовжбагатьох століть професійно забезпечують незаповнену нішу вітчизняноїсистеми видання, додаючи до національного й світового інформаційно-видавничого простору оригінальну, систематизовану, верифіковану,оптимально синхронізовану до потреб розвитку вітчизняної науки,персоніфіковану безплатну й широко доступну за допомогою сучасних ІКТвеликому загалу власних і віддалених користувачів свою інтелектуальнувидавничу продукцію.^UThe thesis is a comprehensive study of the peculiarities of publishingactivity of scientific libraries of Ukraine in the modern electronic communicationspace. The strategic directions of increasing its efficiency are determined and theinnovative model of further development in the conditions of technological(digital) and analytical-cognitive (semantic) convergence of the library sphere ofUkraine is offered.A systematic idea of the publishing activity of scientific libraries of Ukraineas an independent socio-communicative scientific-practical direction ofprofessional activity, aimed at full and prompt satisfaction of information needsand requests of users-scientists with exclusive intellectual products of libraryproduction, presented in printed and electronic formats. The objective necessity ofofficial recognition of the status of scientific libraries of Ukraine as self-sufficientand original publishing libraries, which for many centuries professionally providean unfilled niche of the domestic publishing system, adding to the national andworld information and publishing space original, systematized, verified, optimizeddevelopment of domestic science, personalized free and widely available with thehelp of modern information and communication technologies to a large number ofown and remote users of their intellectual publishing products.

У дисертаційній роботі обґрунтовано теоретичні дослідження поняттяекономічної безпеки; визначено методологічні засади оцінки та аналізу їїефективності; виявлено особливості формування економічної безпеки та механізмів їїзабезпечення в умовах посягань на територіальну цілісність країни та загрозвійськового вторгнення. Здійснено оцінку місця і ролі держави у формуванніекономічної безпеки та механізмів її забезпечення; проаналізовано теорію і практикурозвитку системи та механізмів державної протидії зовнішнім і внутрішнімекономічним загрозам; обґрунтовано сукупність критеріїв, показників і загрозекономічній безпеці країни. Виявлено інституційну сутність та інтерпретаціюекономічної безпеки; обґрунтовано економічну безпеку як інституційну систему;визначено інституційні індикатори економічної безпеки. Обґрунтовано сутність,сегментацію та процеси розвитку неформальної економіки; здійснено визначення їїдеструктивних інститутів та механізмів; обґрунтовано уявлення про економічнийсуверенітет країни як ключовий чинник забезпечення економічної безпеки.Здійснено оцінку соціальних загроз економічної безпеки в умовах трансформацій;визначено соціальні індикатори економічної безпеки; обґрунтовано механізмипопередження та нівелювання соціальних загроз економічної безпеки України.^UThe dissertation substantiates for the first time the role of the state as a leader in theimplementation and improvement of economic security, especially in the face of threats tothe territorial integrity of the country and military invasion through the formation ofmechanisms of global support and active international activity in this context; mechanismsof administration of the occupied territories, including demarcation lines, social security oftheir population; granting special economic status to participants and veterans of the antiterrorist operation (ATO); the system and mechanisms of ensuring economic security andstages of their development at the state level through their structure and components aredefined: public authorities (NSDC, ministries and departments of the power, social andeconomic bloc); regulatory and legal support; financial-organizational, institutional,motivational mechanisms and instruments of state counteraction to internal and externalthreats.The dissertation improves the definition of a set of quantitative and qualitativeindicators, criteria and threats to the formation and improvement of economic security of the country through their monetary, relative and natural values; importance in the sectoraland regional context; temporal and spatial comparisons; normative and thresholdindicators; built-in stabilizers and signal indicators; understanding the essence of economicsecurity for the purposes of implementation and management of development as asystemic institutional entity, which is based on its structure of institutional factors,principles, tools, components, functions; processes of formation of new and change orimprovement of old institutions.Noteworthy is the justification of economic security as an institutional systemthrough formal and informal institutions and institutions, which due to the properties ofemergence and close relationships in the process of functioning and development causesynergistic effects with both positive and negative manifestations. It is also aboutidentifying institutional indicators of the state and dynamics of economic security throughquantitative absolute and relative indicators of formal and informal, direct and indirectinstitutions of its implementation in the direction of resource use and reproduction,production, use of labor, quality and standard of living, infrastructure and markets. Itshould be noted the establishment of the impact of the informal economy on economicsecurity through the implementation of its segmentation, the establishment of components,volumes, directions and processes of development in sectoral and regional aspects,including informal employment.In the dissertation work the definitions of institutions and mechanisms of informaleconomy through their interaction and manifestations in the form of observance of thelabor legislation and requirements of the taxation have got further development; customsand currency rules; self-employment; corruption and the shadow economy; the idea of theeconomic sovereignty of the country as a fundamental factor in the formation andimprovement of economic security and, at the same time, its purpose through the levelsand dynamics of economic openness; presence of transnational corporations; exportorientation and import dependence of the national economy; activities of financialinstitutions, the strength of the national currency, the volume and changes in external debt.The assessment of the social security system and the identification of its threats inthe context of economic security through indicators of the well-being of the populationdeserve comprehensive support; social protection and social security; ensuringfundamental rights and freedoms; social tension (loyalty) in society; definition of socialsecurity as an indicator of national security through indicators of availability of materialand spiritual goods; effective demand of the population; social stratification of society;income differences of 10% of the richest and poorest people; employment andunemployment rates.The substantiation of a set of mechanisms to ensure and increase the economic andsocial security of Ukraine through the guarantee of socio-economic rights and freedoms ofpeople is positive; tolerance for national and other minorities; components of financial andorganizational, motivational, social and institutional mechanisms
