Модернізація діяльності органів місцевого самоврядування щодо соціальної інтеграціі осіб з інвалідністю в Україні.Кваліфікаційна наукова праця на правах рукопису.Дисертація на здобуття наукового ступеня доктора філософіі за спеціальністю 281 — «Публітіе управління та адміністрування» Дніпропетровський регіональний інститут державного управління Національної академіі державного управління при Презпдентові України, Дніпро, 2021.У дисертаціі на підставі аналізу теоретичних здобутків науковців, міжнародного досвіду, чинного законодавства України та практики його застосування установлено сутність i особливості державної та регіональної політики щодо соціальної інтеграціі осіб з інвалідністю, виявлено пріоритетні напрямки i протиріччя, вироблений механізм модернізаціі діяльності органів місцевого самоврядування з цього питання.У роботі акцентусться увага на тому, що актуальність дослідження проблемы державної політики в галузі соціальної інтеграціі осіб з iнвaлiднiGтю в Україні обумовлена протиріччям між збільшенням чисельності людей, що мають інвалідність, i нерозвиненістю системи ïx соціальної інтеграціі та адаптаціі до мінливих соціально-політичних i економічних умов. Крім того, нepoзвинeнiGть соціального законодавства, неефективність реалізаціі вже прийняти законів у цій сфері, неготовність суспільної свідомості прийняти таких людей як повноправних членів суспільства погіршують ситуацію. Автор підкреслюс, що незважаючи на зусилля державної влади, соціальна політика в цілому i щодо осіб з інвалідністю, як однісї з найбільш незахищених соціальних гpyп, багато в чому с не випереджальною, а, навпаки, запізнілою, що не мінімізус, а максимізус соціальне розшарування українців. До того ж децентралізація неможе стати гapamicю вирішення ycix соціально-економіяних проблем на регіональному чи місцевому рівні. На основі аналізу наукової літератури було виявлено, що сьогодні виникла гостра потреба подальшої імплементації в українське законодавство міжнародних стандартів забезпечення інтеграції осіб інвалідністю в контексті сучасних глобалізаційних викликів та посилення евроінтеграційних процесів в Україні. In addition, the underdevelopment of social legislation, the inefficiency of the implementation of already adopted laws in this area, the unwillingness of the public consciousness to accept such people as freemen of soGiety exacerbate the situation. The author emphasizes that despite the efforts of the goxernment, social policy in general and towards people with disabilities, as one of the most vulnerable social groups, is largely not ahead, but, оп the contrary, belated, which does not minimize but maximizes the social stratification of Ukrainians. In addition, decentralization cannot guarantee the solution of all socio-economic problems at the regional or local level. Based оп the analysis of the scientific literature, it was found that today there is ап urgent needfor further implementation in Ukrainian legislation of international standards to ensure the integration of people with disabilities in the context of current globalization challenges and strengthening European integration processes in Ukraine.
