Рoзрoблено науково-практичні рекомендації.^UThe dissertation provides a new solution for the scientific problem related to the current management of the potential of the trading companies' competitiveness through the substantiation of theoretical and methodological sources and the provision of practical recommendations on the use of the aggressive competitive strategy management potential competitive commercial enterprise, the essence of which is the need to comply with management potential competitive commercial enterprise aggressive offensive behavior throughout period functioned trading enterprise irrespective of the type of external environment (active, chaotic, sustainable, crisis) on the basis of long-term strategic crisis management in order to constantly improve and strengthen its own competitive position and potential for competitiveness through: available and potential resources, properties, capabilities, capabilities obtained synergies from their integrated use; flexibility, adaptability and innovation of operations and management; prevention of existing and potential risks and threats; active influence on consumer preferences and choice.The conceptual apparatus of managing the potential of competitiveness of trading enterprises is analyzed and clarified, in particular, the content of the concepts of "potential of competitiveness", "management of potential of enterprise competitiveness".The algorithm of estimation of potential of competitiveness of trading enterprise is defined: research of internal and external environment; research of resource provision of potential of competitiveness and financial condition of the trading enterprise; assessment of the competitive potential of the closest competitors of a trading company and comparative analysis; defining a set of competitive elements and building on it a map of the competitiveness of a trading company (for example, conducting SWOT analysis); development and calculation of an integral assessment of the competitive potential of a trading company and its closest competitors.The list of principles on which the competitive strategy of managing the potential of competitiveness of a trading enterprise should be built and the advanced complex system of evaluation of the competitive strategy of management of a trading enterprise should be built, based on the following provisions: enterprises; a scale of identification of the level of effectiveness of the implementation of a competitive strategy of a trading company, which allows to immediately make adjustments to management decisions, strategies and tactics of managing the potential of the enterprise's competitiveness.Improved classification of environmental turbulence features that have a significant impact on a trading enterprise; types of external environment of a trading enterprise depending on the level of its instability: active environment, chaotic, sustainable, crisis environment; as well as the types of competitive strategy of a trading company depending on the type of environment that characterizes the behavior of the enterprise in the market and determines the peculiarities of its actions.

Рoзрoблено науково-практичні рекомендації.^UThe dissertation presents a new solution to the scientific problem of ensuring the quality of personnel of machine-building enterprises by substantiating the theoretical and methodological principles and providing practical recommendations for the use of a systematic mechanism for ensuring the quality of personnel of machine-building enterprises. which, on the one hand, reflect the transition from the actual labor needs (desires, interests, motives) of the employee, realized through purposeful work, directly to management work, which gives a certain result, on the other hand - include the use of purposeful external influences that activate labor efforts of employees, and evaluation of the effectiveness of the enterprise of these measures by: modeling, design, description and implementation of a set of appropriate measures that take into account the advantage of a stable group of motives in the structure of labor specific staff; creating conditions and developing a system of motivation to work, in which the effective work of staff becomes a necessary condition for meeting the important, socially conditioned needs of the employee and the formation of a stable positive motivation to work. In order to assess the effectiveness of the mechanism for ensuring the quality of personnel of machine-building enterprises developed an improved comprehensive assessment of the effectiveness of the mechanism for ensuring the quality of personnel of machine-building enterprises, which includes the following actions: analysis of intangible motivation by survey, analysis of existing wage distribution. methods, analysis of indicators of a new series of distribution, correlation analysis of the dependence of labor productivity on motivational factors, construction of the calculated regression equation, establishment of technical and organizational constraints on labor productivity growth and factor characteristics, calculations of expected value, comparison of new and existing quality assurance systems, economic effect calculation, adoption or adjustment of the quality assurance system. The cyclical model of personnel quality assurance has been improved, which provides for: detailed study of the internal and external environment; development of the strategy of the machine-building enterprise; identification of incentives that encourage employment of the company's staff; formation of groups of motives (activity and quality of the employee has a directionthat corresponds to the group of motives that prevails); identification of staff needs that can be met through employment; assessment and control of strategy implementation, efficiency of the system mechanism for ensuring the quality of personnel of machine-building enterprises; adjustment of motives, incentives, measures. In order to improve the comprehensive assessment of the quality of personnel developed: identified system of quality markers of personnel of the machine-building enterprise: working conditions, material incentives, intangible incentives, social security, external environment, with the definition of relevant components and indicators by which they are identified and calculated; a comprehensive system of indicators that allows you to assess measures to improve the quality of not only staff but also the machine-building enterprise as a whole. Detailed methodical and practical recommendations on realization of the concept of the system mechanism of quality assurance of the personnel of the machine-building enterprises are formulated and substantiated.

У дисертації здійснено теоретичне узагальнення та запропоновано нове вирішення наукового завдання, що полягає в обґрунтуванні тeoрeтико-методичних засад та наданні практичних рекомендацій щодо формування та запровадження стратегії забезпечення економічно-військової безпеки держави. Проаналізовано науковий доробок, охарактеризовано стан та уточнено понятійний апарат процесу управління економічною безпекою національної економіки. Здійснено аналіз та надано оцінку стану та ефективності управління економічною безпекою та механізмів її забезпечення в Україні в умовах загроз військового вторгнення. Сформульовано та обґрунтовано концептуальні засади стратегії забезпечення економічно-військової безпеки держави, яка має реалізовуватись на засадах довгострокового та упереджувального характеру протягом усього періоду її дії (у періоди до, під час та після військових дій), спрямована на підвищення ефективності функціонування економіки та оборонного потенціалу, безперервне збереження національного суверенітету та територіальної цілісності, захисту особистості та суспільства від зовнішніх та внутрішніх викликів, ризиків та загроз, шляхом: інноваційної спрямованості економіки; формування цілісної системи економічних та інституційних заходів, спрямованих на всебічний вплив на економіку, оборонно-промисловий потенціал; задоволення військово-економічних потреб на рівні раціональної оборонної достатності із постійним переглядом, з огляду на виклики та загрози, на основі використання економічного потенціалу держави та можливостей воєнно-економічного співробітництва країни з іншими державами; створення стійкої системи управління у воєнній організації держави; виявлення, оцінки та моніторингу наявних та потенційних викликів, ризиків та загроз; підготовки до цивільної оборони та надзвичайних ситуацій; розробки та впровадження заходів з уникнення та мінімізації наслідків викликів, ризиків та загроз. Визначено алгоритм поетапної реалізації системного управління економічно-військовою безпекою, який передбачає: аналіз управлінської ситуації; визначення (уточнення) переліку національних інтересів в економічній та оборонній сферах; визначення сукупності проблем, пов’язаних із необхідністю реалізації національних інтересів в економічній та оборонній сферах; визначення національних цілей, спрямованих на вирішення зазначених проблем; розробку та прийняття управлінських рішень, спрямованих на досягнення певних національних цілей; практичну реалізацію сукупності взаємозалежних та взаємозумовлених управлінських впливів на об’єкт управління, з метою прогнозування, своєчасного виявлення, запобігання та нейтралізації загроз сталому розвитку людини, суспільства та держави в економічній та оборонній сферах; постійний моніторинг стану об’єкта управління, викликів та загроз його функціонуванню, з метою виявлення нової проблемної ситуації.Удосконалено методичний підхід оцінювання економічно-військової безпеки та прогнозування ймовірних ризиків; вимоги до системи управління ризиками надзвичайних ситуацій в умовах військового та/або надзвичайного стану. Розроблено науково-практичні рекомендації.^UThe dissertation provides a new solution to the scientific problem of managing the economic security of the national economy in the conditions of threats of military invasion and wartime by substantiating theoretical and methodological principles and providing practical recommendations for the formation and implementation of a strategy for ensuring the economic and military security of the state, which should be implemented on the basis of a long-term and preventive nature during the entire period of its operation (in the periods before, during and after hostilities), aimed at increasing the efficiency of the functioning of the economy and defense potential, the continuous preservation of national sovereignty and territorial integrity, the protection of individuals and society from external and internal challenges, risks and threats, by: innovative orientation of the economy; formation of a complete system of economic and institutional measures aimed at a comprehensive impact on the economy, defense and industrial potential; satisfaction of military and economic needs at the level of rational defense sufficiency with constant revision in view of challenges and threats based on the use of the economic potential of the state and the possibilities of the country’s military and economic cooperation with other states; creation of a stable management system in the military organization of the state; identification, assessment and monitoring of existing and potential challenges, risks and threats; preparation for civil defense and emergency situations; development and implementation of measures to minimize the consequences of risks and threats.An algorithm for the step-by-step implementation of the system management of economic and military security has been determined, which includes: analysis of the management situation; definition (clarification) of the list of national interests in the economic and defense spheres; determination of a set of problems related to the need to realize national interests in the economic and defense spheres; determination of national goals aimed at solving the specified problems; development and adoption of management decisions aimed at achieving certain national goals; the practical implementation of a set of interdependent and mutually determined management influences on the object of management for the purpose of forecasting, timely detection, prevention and neutralization of threats to the sustainable development of man, society and the state in the economic and defense spheres; constant monitoring of the state of the object of management, challenges and threats to its functioning in order to identify a new problematic situation.The procedure for making decisions regarding the elimination or reduction of the consequences of threats, the economic provision of economic and military security has been improved: the formulation of the goal of assessing the level of economic and military security; formulation of the information base; analysis and evaluation of economic and military security and its components; integrated assessment and profiling of threats to economic and military security; decision-making and development of measures to eliminate or reduce the consequences of threats to economic and military security.The requirements for the emergency risk management system in the conditions of military and/or state of emergency are formulated and substantiated: determination of risk levels and mechanisms of state security regulation; risk analysis and emergency forecasting; decision-making regarding the expediency of protective measures; allocation of funds for preventive and restorative measures to reduce the scale of emergency situations; implementation of preventive measures, emergency rescue and other works.
