These Guidelines have been produced by a working group representing IFLA and the ICA that was commissioned by UNESCO to establish guidelines for digitization programmes for collections and holdings in the public domain. The contract specified that the guidelines should so far as possible be particularly applicable to institutions in the countries of the developing world. Members of the group were nominated by IFLA and ICA and their activities were coordinated by Sjoerd Koopman, Coordinator of Professional Activities for IFLA.

FLA/FAIFE places great importance on its biennial World Report. This carefully researched survey provides the information professions with a regular insight into the state of intellectual freedom worldwide as it relates to libraries. It seems to be the nature of the sector that few out and out causes celebres emerge (although a few could be named). The world of journalism is a constant ferment of dangerous and threatening activity, and book publishing produces difficult cases all the time. Internet problems feature prominently in the press and on the Internet itself. Yet it might be possible to assume that libraries exist in an intellectual freedom safe haven. Unfortunately this is not the case. Libraries also share in the threats to privacy and the restrictions on access that trouble the world of knowledge and communication generally. Possibly because the threats creep up on libraries and are often experienced at second hand (for instance, through the suppression of a book or the blocking of a website), they are easier to ignore. The World Report is intended to open our eyes, alert us to dangers and enable us to fight emerging threats or support colleagues in other parts of the world.

During the course of its preliminary research, the working group was struck with how the concept of a hospital library differs so in different parts of the world. It found, for example, that in some countries, the term 'hospital library' almost always signified a biomedical/health sciences library, while in others, it usually meant a library providing leisure reading materials for patients. In still other countries, 'hospital library' could signify either a biomedical/health sciences library or a patients' library, with the latter providing leisure reading collections or health information materials or both.

The Kanazawa Institute of Technology is Japan's largest institution of higher education specializing in engineering and technology. It is a world leader and collaborator in electronic initiatives, often on the forefront of systems design and telecommunications advancement. It is also the site of an annual symposium series on digital library development.
