It is assumed in standard information protection technologies that there are owners of this information who put forward requirements for protection. In secret voting systems, the information belongs to the community of citizens, and to protect it, vote organizers must create conditions that allow each voter to make sure that the vote secrecy and accuracy of vote counting are preserved. In developed democracies, this issue is resolved through a widely available audit of all procedures that may be mistrusted. Any voter can conduct such an audit. The anxiety of citizens of democratic countries is based on the idea that if electronic voting is introduced, it will be impossible to conduct such an audit. The article proposes principles of auditing all those software and hardware tools and processes of the online voting system that can generate voter distrust. This audit is carried out using a dedicated server open to voters and their fiduciaries. This server provides continuous monitoring of actions of the service staff in terms of possible interference in the operation of the voting system. Also, due to this server, auditors receive data on the integrity of the voting system hardware and software including its audit tools and an alarm signal in the event of a threat. It was possible to reduce the average time of processing the voter requests to two seconds. This means that processing a maximum of 2,500 voter requests at a vote station will take no more than two hours. Simultaneous access of 50 voters to the server will not make them wait in the queue for more than 2 minutes. Implementation results were described and links were given for conducting experimental voting on the Internet.

Public service is a means to ensure interaction between the state and society. The well-being of the population directly depends on its effective functioning. As you know, the effectiveness of solving the tasks set is 80 % ensured by its leaders - civil servants-leaders. It is they who are the engine of positive changes and the guarantor of the effectiveness of the activities of the entire team. Therefore, in order to bring the civil service to a qualitatively new level of efficiency, it is necessary to change the approach to the formation of soft-skills and hard-skills of employees-leaders. For this, it is necessary to introduce a comprehensive system for the development of the necessary skills. It is worth, firstly, to apply the transfer of the best European technologies. Secondly, to take into account the realities of the post-industrial society. Thirdly, to take into account the opinion of the public. An example of the application of an integrated approach to the formation of an employee-leader is given. For this, an analysis of the system of training and advanced training of civil servants in a developing country, the leading countries of the European Union, the Organization for Economic Cooperation and Development - Germany, France, as well as the nearest country with positive experience of joining the EU - Poland. The skills and activities that contribute to the formation of a civil servant-leader both from the point of view of citizens and taking into account the competencies necessary for effective work are highlighted. For this, the methods of electronic sociological survey of public opinion between the ages of 18 and 60 were used in a sample of 1000 people with an average statistical dispersion of residence throughout the state and an analysis of literary sources. A system for the formation of an effective civil servant-leader with the use of technology transfer has been developed for implementation.

With the daily increase in document flow, as well as the transition to paperless document management around the world, the demand for electronic document management systems is increasing. This significantly requires optimization of these systems in terms of quality document information retrieval and document management. However, research based on statistical methods cannot effectively handle large amounts of data extracted from electronic documents. In this regard, machine learning methods can effectively solve this problem. This paper presents an approach to building a model of an intelligent document management system using machine learning techniques to ensure efficient employee performance in organizations. The authors have solved a number of problems to optimize each of the document management subsystems, resulting in the development of an intelligent document management system model, which can be effectively applied to enterprises, government and corporate institutions. The feasibility and effectiveness of the proposed model of intelligent document management system based on machine learning and multi-agent modeling of information retrieval processes provides maximum reliability and reduced time of work on documents. The obtained results show that with the help of the presented model it is possible to further develop an intelligent document management system that will allow an electronic document to qualitatively go through the whole life cycle of a document, starting from the moment of document registration and finishing with its closing, i.e. execution, which will greatly facilitate the daily work of users with large volumes of documents. At the same time, the paper considers the application of topic modeling methods and algorithms of text analysis based on a multi-agent approach, which can be used to build an intelligent document management system.

The object of this study is the process of improving financial and tax mechanisms to overcome the socio-economic crisis caused by martial law in Ukraine in the context of digital transformation. During the study, the problem of non-compliance of the existing financial and tax mechanisms with the requirements of digital transformation and the peculiarities of the functioning of the financial sphere under martial law was solved. The key elements of financial and tax mechanisms that should be primarily revised in order to overcome the socio-economic crisis have been clarified. The shortcomings of the functioning of financial and tax mechanisms for overcoming the socio-economic crisis are highlighted. The results of a survey of experts on the proposed factors influencing the effectiveness of such mechanisms were analyzed using the Kendall's concordance coefficient. The most significant factors that formed the basis for the developed directions for improving the financial and tax mechanisms for overcoming the socio-economic crisis have been established. The peculiarities and distinctive features of the results obtained are unanimous consideration of the requirements of digital transformation and the peculiarities of the functioning of the financial sphere under martial law. The financial and tax mechanisms improved on the basis of digital technology are based on the declared principles of G20 digital financial inclusion. The most significant factors of influence were the infrastructure of financial and tax mechanisms; legal and regulatory framework for digitalization; combating digital fraud; adaptation of foreign experience in the use of digital technologies to the national environment. The results can be used in the practical activities of the financial authorities of Ukraine in order to overcome the socio-economic crisis under martial law.

Some study revealed the absence of a generally accepted approach to determining the requirements for the efficiency and effectiveness of technology as an object of civil and economic relations. The need to form recommendations on the content of legal norms and contractual clauses that can be used to fix them in the specified means of regulation is substantiated. It is proved that provided that the current legislation of a particular country fixes universal criteria for determining the effectiveness of technology, this will have a positive impact on their transfer. Thus, on the one hand, all participants in the relationship of technology circulation will receive indicators and an understanding of how to separate an effective technology from pseudo- and outdated technologies. On the other hand, public officials will have a guideline on what technologies cannot be provided with budget funding and support. And the parties to the contractual relationship will be able to fix in the relevant agreements more effective protective clauses, which will help protect their legitimate interests and stabilize investment risks. Existing approaches to determining the degree of efficiency of technologies were defined and systematized. The analysis of the feasibility and possibility of using macroeconomic and local performance indicators was carried out. General circumstances have been formed that affect the formation of the category of technology efficiency. These include the territory and level of technological development of the implementation area. The suitability and adaptability of the technology to the ability to perform the tasks assigned to it and others. As a result of the study, universal designs for identifying the effectiveness of the technology were proposed. They are proposed for use in the formation of national and international legislation and protective contractual clauses.

The problem that is solved in the research is to increase the efficiency of decision making in management tasks while ensuring the given reliability, regardless of the hierarchy of the system. The object of the research is the decision making support system in the field of democratic civilian control over the security and defense sector (FDCCSDS). The subject of research is the decision making process in management tasks using fuzzy cognitive maps and evolving artificial neural networks. The hypothesis of the research is to increase the number of sources of information about the components of the FDCCSDS, with restrictions on the efficiency and reliability of decision making. The research proposed a method for evaluating the information and analytical provision of public administration in FDCCSDS. It was established that the proposed method has a higher efficiency compared to the known ones by an average of 40 %, compared to the methods used to evaluate the effectiveness of strategic management decisions. The specified method will make it possible to assess the state of information and analytical provision of public administration in the FDCCSDS and to determine effective measures to improve efficiency. The method will allow to analyze possible options for the development of FDCCSDS in each phase of development and moments in time when it is necessary to carry out structural changes that ensure the transition to the next phase. At the same time, subjective factors of choice are taken into account while searching for solutions, which are formalized in the form of weighting coefficients for the components of the integral criterion of efficiency. The specified method allows to increase the speed of assessment of the state of information and analytical support of the FDCCSDS, to reduce the use of computing resources of and decision making support systems, to form measures aimed at increasing the efficiency of information and analytical support.

The object of research are decoys with dynamic attributes. This paper discusses the impact of decoys involving blockchain technologies on the state of information security of the organization and the process of researching cybercrime. This is important because most cybercrimes are detected after the attacker gains access to sensitive data. Through systematic analysis of the literature focused on assessing the capabilities of decoy and blockchain technologies, this work identifies the main advantages of decoys that utilize blockchain technology. To assess the effectiveness of attacker detection and cybercrime analysis, controlled experiments were conducted using a blockchain-based decoy system that we developed aimed at determining network performance. As part of the study reported here, a technique is proposed to detect cybercrime using decoys based on blockchain technology. This technique is based on the fact that the attributes of the system change dynamically. Such a technique has made it possible to obtain a system model that solves the task of detecting decoys by intruders. In addition, the developed scheme reduces the load in contrast to the conventional fixed solution. The results indicate that the response time of services is significantly reduced in the environment of decoys with dynamic attributes. For example, Nginx's response time in a static host is twice as high as dynamic, and an Apache dynamic server can still respond to an intruder's attack even if a static server fails. Therefore, the results reported in the article give grounds to assert the possibility of using the solution in the infrastructure of information systems at the public and private levels.
