Анотація: У дисертації вирішене актуальне науково-прикладне завдання, яке пов'язане з розробкою та дослідженням моделей та методів гібридного управління програмами проєктів соціально-економічного розвитку територій засобами механізмів конвергенції.У результаті проведеного дослідження розроблено гібридну модель управління програмою проєктів соціально-економічного розвитку територій; удосконалено конвергентну причинно-наслідкова модель гібридного управління програмами проєктів соціально-економічного розвитку територій; отримав подальшого розвитку метод фінансового регулювання соціально-економічного розвитку територій на основі розробленої моделі фінансування «реципієнт-донор» та термінологічна база управління проєктами, програмами, портфелями проєктів розвитку соціально-економічних систем шляхом введення та формалізації нових визначень.. In the dissertation research the actual scientific and applied task is solved. It is connected with the development and research of models and methods of hybrid management of programs of projects of social and economic development of territories by means of convergence mechanisms.The informational and literary analysis of current trends in the implementation of complex programs of projects of socio-economic development in Ukraine proved the ineffectiveness of existing project management methodologies. That is associated with the lack of mechanisms for hybrid project management based on convergence of the best practices of programs of projects management of territorial development.The international experience of developed countries regarding management of programs of projects of development of socio-economic systems is analyzed. It is established that the success of developed countries in the field of management of programs of projects is primarily due to effective usage of the mechanisms of proactive management of projects at the state level.The informational and literary analytical review of the activities of scientific schools on hybrid management of programs of projects and convergence of knowledge systems regarding project management was conducted. However, there are relatively few articles in the known literature where researches would be focused on various aspects of such an important area of management of programs of projects of socio-economic development in uncertain conditions as hybrid project management using convergence mechanisms.The terminology of project management has been expanded by clarifying the concepts of "Hybrid management of program of projects of socio-economic development of territories", "Convergence of mechanisms of project management", "Regional socio-economic territorial system", in particular definitions have been proposed taking into account the project approach as analysis of mentioned definitions in various sources revealed that existing definitions do not take into account the project approach; which was justified due to analysis of different types of projects, which are implemented in regional territorial systems, and the lack of specific to regional development and hybrid management projects features in revealed projects using the convergence of existing knowledge systems for project management. For the first time from the system point of view the general scientific and applied concept of hybrid management of programs of projects of social and economic development of territories is developed, within which the convergent system of usage of methods and approaches of project management to the methodology of management of programs of projects is formed.The essence of hybrid management of programs of projects for socio-economic systems based on the existing projects and programs management methodologies as a set of models, methods and practices of project management with a reorientation from the mechanisms of reactive to proactive management is revealed.The obtained results form a new vision of hybrid management of programs of projects of social and economic development of territories, by convergence of existing knowledge systems on project management.In modern realities ensuring the sustainable development of socio-economic systems is possible utilizing the methods of proactive project management, in particular hybrid management of programs of projects.The core of the method of hybrid management of programs of projects for socio-economic development of territories, based on the use of proactive methods of project management is formulated. The specifics of the implementation of programs of projects for socio-economic systems development enables an effective management only in frames of hybrid management using proactive project management mechanisms and convergence of existing knowledge systems for project management.Based on the research of trends in the implementation of programs of projects of socio-economic development of territories, which enabled to determine their main specific features and characteristics, the concept of convergence of knowledge on project management in hybrid management of programs of projects of socio-economic development of territories is revealed.Current trends in the implementation of complex programs of projects of socio-economic development in Ukraine proved the ineffectiveness of existing project management methodologies associated with the lack of mechanisms for hybrid project management based on best practices convergence for management of programs of projects of territorial development.A convergent model of hybrid management of projects of socio-economic development of territories by means of identification of the main challenges and problems in the life cycle of regional system is developed, and takes into account indicators of success of projects in the program based on analysis of best practices of project management.
