Розглянуто еволюцію поглядів щодо ринку праці, розвинуто теоретичні, методичні й організаційні засади становлення ринку праці у торгівлі та механізму його функціонування у ринковому середовищі. Розкрито суть поняття "ринок праці в торгівлі", обгрунтовано основні концептуальні засади сегментації ринку праці та виявлено її особливості за умов перехідної економіки. Запропоновано методологічні підходи до оцінки якості робочої сили та її конкурентоспроможності на даному ринку. Проаналізовано якість робочої сили у сфері торгівлі та її складників, які формують конкурентоспроможність працівника. Розроблено підходи щодо оцінки сучасного регулювання попиту та пропозиції робочої сили сфери торгівлі. Досліджено інструментарій державного регулювання ринку праці у торгівлі за перехідної економіки України та розглянуто шляхи підвищення ефективності його застосування. Визначено напрями вдосконалення мотиваційного механізму регулювання конкурентоспроможності робочої сили. Наведено модель механізму регулювання ринку праці у торгівлі, який грунтується на принципах системного підходу, містить важелі, методи й інструменти макро- і мікроекономічного регулювання ринку праці, дія яких спричинена умовами функціонування сфери торівлі.

У дисертації здійснено теоретичне обґрунтування та запропоновано розв'язання наукового завдання, що полягає в розробці концептуальних, методичних та прикладних інструментів розвитку житлово-комунальної інфраструктури з урахуванням загроз та можливостей системи економічної безпеки держави.Досліджено вплив соціально-економічного розвитку на реалізацію національних інтересів та економічну безпеку; функціонально-структурні характеристики житлово-комунальної інфраструктури в системі економічної безпеки держави; науково-методичний інструментарій діагностики розвитку житлово-комунальної інфраструктури в інтегральному оцінюванні економічної безпеки держави.Проведено систематизацію та діагностику загроз функціонування житлово-комунальної інфраструктури як чинника забезпечення економічної безпеки; здійснено інтегральне оцінювання рівня розвитку житлово-комунальної інфраструктури; виявлено внутрішні можливості розвитку житлово-комунальної інфраструктури в системі забезпечення економічної безпеки держави з використанням методу таксономії.Досліджено залежність між факторами розвитку житлово-комунальної інфраструктури та індикаторами економічної безпеки держави за допомогою застосування методів багатовимірного статистичного аналізу; проведено прогнозування рівня розвитку житлово-комунальної інфраструктури в цілях забезпечення економічної безпеки України; визначено стратегічні орієнтири державної політики забезпечення розвитку житлово-комунальної інфраструктури в системі економічної безпеки. Крім того, запропоновано прикладні рекомендації відповідно до напрямів діяльності житлово-комунальної інфраструктури, мети забезпечення Державної політики розвитку житлово-комунальної інфраструктури України та покращення якості життя населення України із наближенням її до європейського рівня.^UA thesis on the degree of Candidate of Economic Sciences in Specialty 21.04.01 – Economic Security of the State (Economic Sciences). – National Institute for Strategic Studies, Kyiv, 2020.The dissertation provides theoretical substantiation and proposes the solution to a scientific problem, which consists in the development of conceptual, methodological and applied tools for developing housing and communal infrastructure, taking into account the threats and opportunities of the economic security system of the state.It has been found out that ensuring economic security is based on achieving such a level of socio-economic development that will contribute to the successful combat against external and internal threats and to the ability of the state to meet the needs of all members of society, improving the quality of life of the population.The essential and typological characteristics of social infrastructure in accordance with the directions of the social vector of economic security of the state have been determined. Functional and structural characteristics of housing and communal infrastructure in the system of economic security of the state have been deepened through scientific substantiation of functional and structural decomposition of housing and communal infrastructure as a triad of components: 1) housing stock provision – systems of interconnected elements that characterise the level of providing the population with living conditions; 2) the equipment of housing stock – integration indicators of the quality of living conditions of the population; 3) the improvement of adjacent territories – an innovative complex of components of comfortable living conditions of the population.The analytical one allows analysing the current state of housing and communal infrastructure and determining the conditions for its development in order to ensure economic security of the state and the applied component is based on the development of recommendations for ensuring the proper level of economic security through creating conditions for balanced development of housing and communal infrastructure of the state.The diagnostic assessment of threats to the functioning of housing and communal infrastructure as a factor of ensuring economic security; have carried out an integrated assessment of the security level of the territorial organisation of housing and communal infrastructure have been systematised; internal possibilities of development of housing and communal infrastructure in the system of ensuring economic security of the state using a taxonomy method have been identified.The main threats to the development of housing and communal infrastructure as a factor of ensuring economic security have been identified, including threats to health and life of the population due to a lack of quality living conditions: low rates of renovation/ modernization and reconstruction of outdated housing stock, low rates of implementing energy efficiency in housing and communal sphere, an ineffective social policy on providing housing to poor people of Ukraine, low quality of housing and communal services, a low level of digitalization of housing and communal services, a low level of infrastructure development and quality of services provided in the sphere of household waste management, the absence of effective mechanisms for combating spontaneous parking, low investment attractiveness of housing and communal infrastructure.Using the taxonomy method, the internal possibilities of development of housing and communal infrastructure in the system of ensuring economic security of the state have been identified. Carrying out a taxonomic analysis of the level of development of housing and communal infrastructure has made it possible to form the necessary measures to increase the efficiency of public administration and control in the field of housing and communal infrastructure.The relationship between the factors of development of housing and communal infrastructure and the indicators of economic security of the state using the methods of a multidimensional statistical analysis has been explored; a forecast of the level of development of housing and communal infrastructure with the aim of ensuring economic security of Ukraine has been made; strategic guidelines of the state policy on providing housing and communal infrastructure development in the system of economic security have been defined.Using a multidimensional statistical analysis, we have established a direct linear relationship between the component of the quality of life of the Ukrainian population and the development level of housing and communal infrastructure, in particular the equipment of the housing stock of Ukraine, which attests to the direct impact of the latter on economic security of Ukraine through the quality of life of the population.

Дисертацію присвячено обґрунтуванню теоретико-методичних основ та практичних рекомендацій з формування та реалізації механізмів державної політики становлення економіки миротворення в системі економічної безпеки держави.Об'єктом дослідження є процеси забезпечення економічної безпеки держави шляхом становлення економіки миробудівницва, а предметом –теоретико-методичні засади та науково-практичні рекомендації з визначення пріоритетів, інструментів та засобів державної політики формування та реалізації механізмів становлення економіки миробудівництва в системі економічної безпеки держави.У дисертації проаналізовано генезис взаємозв'язку економічної безпеки держави та економічних наслідків війни. Узагальнено концептуальний базис економічних передумов політики миротворення у процесі виникнення наслідків гібридних та збройних конфліктів. Обґрунтовано теоретико-методичні засади формування державної політики становлення економіки миробудівництва як комплексної системної моделі, що одночасно поєднує загальну макроекономічну стабілізацію, формування здорової конкурентоспроможної економіки; розбудову сучасної конкурентоспроможної економіки на прилеглих до непідконтрольних територій задля їх перетворення на території впровадження нових моделей пріоритетного розвитку; протидію гібридним конфліктам в економічній, військовій, інформаційній, суспільно-політичній, міжнародній та релігійно-культурній сферах.Визначено наукові передумови ідентифікації елементів механізмів становлення економіки миробудівництва в системі економічної безпеки держави. Удосконалено науково-методичні підходи до концептуальної побудови системи та структури механізмів державної політики становлення економіки миробудівництва, які передбачають формування її елементів за підсистемами та галузями миротворення.Охарактеризовано сучасні макроекономічні та соціальні передумови миробудівництва забезпечення економічної безпеки держави. Оцінено стан економічної безпеки Донецької та Луганської областей та її вплив на економічну безпеку України. Набули подальшого розвитку методичні рекомендації Міністерства економіки України з оцінювання економічної безпеки держави кореляційним аналізом сили зв'язку між складовими економічної безпеки окремих регіонів (у нашому випадку – Донецької та Луганської областей) та складовими економічної безпеки держави, що дозволяє виявляти вплив динаміки характеристик соціально-економічного розвитку на відповідні параметри економічної безпеки національної економіки в цілому.Охарактеризовано державну політику миротворчості та зміцнення економічної безпеки держави. методичний підхід до оцінювання резистентності та якості державної політики збереження структурно-динамічних характеристик економічного зростання в умовах збройного конфлікту, а саме розроблено авторську методику ідентифікації здобутків і прорахунків в системі державного регулювання та їх наслідків за такими напрямами (механізмами).Обґрунтовано стратегічні пріоритети державної політики миротворення в країні. Для цього узгоджено стратегічні пріоритети економічного розвитку країни, економічного пожвавлення на прилеглих до збройного конфлікту територіях, поступу в країні галузей миробудівництва, соціального вирівнювання, використання потенціалу міжнародної співпраці з очікуваними системними змінами в державі та напрямами зміцнення складових її економічної безпеки, що дозволяє підвищити статус проблеми миротворення та сфокусувати державну політику в руслі мобілізації потенціалу економічної безпеки та конкурентоспроможності національної і регіональних економічних систем.Розроблено організаційно-економічний механізм реінтеграції країни в умовах гібридної окупації, який являє собою систему поєднаних між собою (задля досягнення єдиного цілісного результату, а також контролю і коригування перебігу політики) суб'єктів регулювання та суб'єктів-учасників, які спільно ініціюють та компанують архітектоніку, інструментарій і ресурсне забезпечення політики у межах постановочного, програмного, рамкового та інструментального блоків, узгоджують мету та етапність реалізації заходів у межах організаційної та економічної підсистем державного регулювання.Визначено інструменти стимулювання соціально-економічного розвитку постраждалих територій та відновлення потенціалу їх макроекономічного зростання, які спрямовані на вирішення стратегічних задач формування прогресивнішої структури більш конкурентоспроможної економіки та запуску нових драйверів розвитку регіонів, постраждалих від воєнного конфлікту.^UThe dissertation is devoted to substantiation of theoretical and methodical bases and practical recommendations on formation and realization of mechanisms of the state policy of formation of economy of peacekeeping in system of economic safety of the state.The object of research is the processes of ensuring the economic security of the state through the formation of the economy of peacebuilding, and the subject - theoretical and methodological principles and scientific and practical recommendations for determining priorities, tools and means of state policy.The dissertation analyzes the genesis of the relationship between the economic security of the state and the economic consequences of the war. The conceptual basis of economic preconditions of peacekeeping policy in the process of emergence of consequences of hybrid and armed conflicts is generalized. Theoretical and methodical bases of formation of the state policy of formation of economy of peacebuilding; development of a modern competitive economy in the territories adjacent to the uncontrolled territories in order to transform them into the territory of introduction of new models of priority development; counteraction to hybrid conflicts in economic, military, informational, socio-political, international and religious-cultural spheres.The scientific preconditions for the identification of the elements of the mechanisms of formation of the world-building economy in the system of economic security of the state are determined. Scientific and methodological approaches to the conceptual construction of the system and structure of mechanisms of state policy of the world economy, which provide for the formation of its elements by subsystems and peacekeeping industries.Modern macroeconomic and social preconditions of peacebuilding ensuring economic security of the state are characterized. The state of economic security of Donetsk and Luhansk oblasts and its impact on the economic security of Ukraine was assessed. Methodological recommendations of the Ministry of Economy of Ukraine on assessing the economic security of the state by correlation analysis of the strength of the relationship between the components of economic security of individual regions (in our case - Donetsk and Luhansk regions) and components of economic security of the state.The strategic priorities of the state peacekeeping policy in the country are substantiated. For this purpose, the strategic priorities of the country's economic development, economic recovery in the territories adjacent to the armed conflict, progress in the country's peacebuilding, social equalization, use of the potential of international cooperation with the expected systemic changes in the country and areas to strengthen its economic security status. peacekeeping and focus public policy in line with mobilizing the potential of economic security and competitiveness of national and regional economic systems.The organizational and economic mechanism of reintegration of the country in the conditions of hybrid occupation is developed, which is a system of interconnected (for achievement of uniform uniform result, and also control and adjustment of a course of policy) subjects of regulation and subjects-participants who jointly initiate and company architecture, tools and policy resources within the production, program, framework and instrumental blocks, coordinate the purpose and stages of implementation of measures within the organizational and economic subsystems of state regulation.The tools for stimulating the socio-economic development of the affected areas and restoring their macroeconomic growth potential are identified, which are aimed at solving strategic tasks of the formation of a more progressive structure of a more competitive economy and the launch of new drivers for the development of regions affected by the military conflict.
