Проаналізовано стратегії маркетингу, притаманні організаціям у країнах із розвинутими ринковими відносинами та досліджено можливість їх адаптації щодо економічних умов України. Проведено дослідження динаміки економічних показників промислових підприємств Харкова за п'ятирічний період з метою висвітлення тенденцій їх економічного розвитку. Досліджено процес впливу змін стратегічної політики на організаційну структуру підприємства. Обгрунтовано методичний підхід щодо вибору та реалізації стратегії маркетингу підприємства, яке здійснює диверсифікацію виробництва. Запропоновано критерій оцінки товару з позиції економічних можливостей товаровиробника. Розроблено методики дослідження споживчого попиту на вироблені підприємством товари з використанням методу миттєвих спостережень та формування товарного асортименту шляхом побудови ієрархій, що дозволяє враховувати вплив споживчого попиту.

Дисертацію присвячено подальшому розвитку теоретико-методичного забезпечення та розробці практичних рекомендацій щодо удосконалення організаційного забезпечення формування та реалізації стратегії розвитку адміністративної території. На основі результатів ретроспективного аналізу нормативно-правового забезпечення питань вдосконалення адміністративно-територіального устрою України розглянуто його основні положення. Визначено глибинні причини недоліків проєкту Закону «Про адміністративно-територіальний устрій» та проведено загальну оцінку стану нормативно-правового забезпечення у контексті стратегічного управління розвитком територій. У роботі розглянуто європейську структуру номенклатури територіальних одиниць NUTS та розроблено відповідну класифікацію адміністративних територій України, яка дозволяє оцінити можливості та доцільність імплементації досвіду організації стратегічного розвитку країнами ЄС. З метою уточнення теоретичних положень у роботі розвинуто підхід до формування сутнісно-змістовного трактування стратегічного розвитку адміністративної території, що вирізняється врахуванням сутності пов'язаних базових дефініцій, істинність яких вже установлена. Сформоване визначення стратегічного управління розвитком території дає змогу побудувати модель системи стратегічного розвитку адміністративної території. Удосконалено організаційний підхід до внесення змін у адміністративно-територіальний устрій країни, який, на відміну від наявного, ґрунтується на теоретичному узагальненні світового досвіду та дозволяє отримати якісну оцінку нормативно-правового забезпечення цього процесу. Розроблено рекомендації щодо усунення виявлених інституційних проблем, які дозволять підвищити ефективність системи державного управління. Удосконалено методичний підхід до формування стратегічних індикаторів стану реалізації стратегії, в якому, на відміну від наявних, основу складає розрахунок середнього коефіцієнта зростання за базовим методом, що дозволяє визначити кількість років, необхідних для досягнення цільового показника. Такий підхід дозволить підвищити ефективність стратегічного управління на національному рівні. У роботі здійснено аналіз стратегічних цілей розвитку адміністративних територій рівня NUTS 1 та NUTS 2. Шляхом проведення порівняльного аналізу Державних стратегій регіонального розвитку за ознакою стратегічних цілей виявлено основні тенденції формування пріоритетів і напрямів регіонального розвитку. На підґрунті контент-аналізу стратегій соціально-економічного розвитку областей України до 2020 року виявлено ключові елементи формування стратегії соціально-економічного розвитку. Узагальнено зміст і структуру сформованих стратегічних цілей розвитку адміністративних областей України. Удосконалено методичний підхід до обґрунтування вибору операційних цілей розвитку адміністративних територій, який, на відміну від наявного, ґрунтується на інструментарії кластерного аналізу та дозволяє контролювати вибір стратегічних орієнтирів розвитку. Отримано результати аналізу операційної цілі «Надання якісних житлово-комунальних послуг». Проаналізовано Стратегію розумного, сталого та інклюзивного розвитку «Європа 2020» та відповіді ініціативи Європейського Союзу шляхом побудови карти розуму, що дозволило виявити ключові відмінності підходів до організації стратегічного управління адміністративною територією рівня NUTS 1 – NUTS 5 в ЄС. Для визначення пріоритетів розвитку адміністративної території використано метод «MoSCow». Обґрунтовано розрахунок оптимальної кількості базових принципів, які можуть бути дотримані у ході стратегічного управління розвитком території. Удосконалено методичний підхід до вибору принципів стратегічного управління розвитком території, який враховує загальнологічні, спеціальні та нормативні принципи та забезпечує законність, безпеку та життєздатність території. Проведено аналіз наявних моделей кількісної оцінки ефективності сталого розвитку з метою виявлення показників, які доцільно використовувати у ході оцінювання якості стратегії розвитку адміністративної території на прикладі екологічної компоненти сталого розвитку. На основі результатів аналізу методів і принципів організації стратегічного управління проведено оцінку узгодженості стратегічних цілей розвитку у регіональних стратегіях розвитку з Державною стратегією регіонального розвитку на період до 2020 року. Доведено доцільність використання методу експертних оцінок та обґрунтовано інструментарій погодження стратегічних пріоритетів розвитку адміністративних територій. Практична цінність розробок підтверджується їх розглядом та схваленням фахівцями відділу Проблем науково-технічного і економічного прогресу регіону Північно-Східного наукового центру НАН і МОН України (довідка № 01-06/65 від 09.09.2020 р.).^UThe dissertation is devoted to the further development of theoretical and methodological support and the development of practical recommendations for improving the organizational support of the formation and implementation of the strategy of development of the administrative territory. Based on the results of a retrospective analysis of the regulatory and legal support for improving the administrative-territorial structure of Ukraine, its main provisions are considered. The root causes of the shortcomings of the draft Law "On Administrative and Territorial System" were identified and a general assessment of the state of regulatory and legal support in the context of strategic management of territorial development was conducted. The paper considers the European structure of the nomenclature of territorial units NUTS and developed an appropriate classification of administrative territories of Ukraine, which allows to assess the feasibility and feasibility of implementing the experience of strategic development of EU countries. In order to clarify the theoretical provisions of the work developed an approach to the formation of substantive interpretation of the strategic development of the administrative territory, which takes into account the essence of related basic definitions whose truth is already established. The formed definition of strategic management of the territory development allows to build a model of the system of strategic development of the administrative territory. The organizational approach to making changes in the administrative-territorial structure of the country has been improved, which, in contrast to the existing one, is based on a theoretical generalization of world experience and allows to obtain a qualitative assessment of regulatory and legal support of this process. Recommendations have been developed to eliminate the identified institutional problems that will increase the efficiency of the public administration system. The expediency of using the average growth rate according to the basic method, the calculation of which allows to estimate the number of years required to achieve the target, is substantiated. The obtained data emphasize the need to improve methodological approaches to the formation of strategic indicators of implementation, which will increase the effectiveness of strategic management at the national level. The analysis of strategic goals of development of administrative territories of NUTS 1 and NUTS 2 level is carried out in the work. By conducting a comparative analysis of the State strategies of regional development by strategic goals, the main trends of prioritization of regional development are identified. The content and structure of the formed strategic goals of development in the regions of Ukraine are investigated. The obtained results were used to substantiate the tools for agreeing on strategic priorities for the development of administrative territories. With the help of cluster analysis tools, the expediency of grouping regions according to the similarity of strategic development guidelines on the example of the analysis of the operational goal "Provision of quality housing and communal services" was substantiated. The Europe 2020 strategy for smart, sustainable and inclusive development and the response of the European Union initiative based on the construction of a mind map were studied, which revealed key differences in approaches to the organization of strategic management of NUTS 1 - NUTS 5 level in the EU. Due to the positive impact of the interdisciplinary approach on the development of strategic management in Ukraine, the use of the MoSCow method was proposed for prioritization. The method of calculating the optimal number of basic principles that can be followed in the course of strategic development management is substantiated. As a result of prioritization, the methodological approach to the formation of the principles of strategic management of territorial development has been improved, which takes into account general, special and regulatory principles and ensures the legality, safety and viability of strategic management of territorial development. Taking into account the results of the analysis of methods and principles of strategic management organization, the consistency of strategic development goals in regional development strategies with the State Strategy of Regional Development for the period up to 2020 was assessed. The expediency of using the method of expert assessments is proved and the tools of coordination of strategic priorities of development of administrative territories are substantiated. The practical value of the developments is confirmed by their consideration and approval by specialists of the Department of Scientific, Technical and Economic Progress of the North-Eastern Research Center of NAS and MES of Ukraine (reference № 01-06 / 65 dated 09.09.2020).

Визначено основних учасників планування розвитку економічної системи держави, яких поділено залежно від ступеня та характеру залучення до процесу на три групи та які включають державну й громадську компоненти, що дало змогу обґрунтувати доцільність залучення різних категорій учасників до процесу планування. Розроблено структурну модель механізму реалізації партнерських проєктів у рамках планування розвитку економічної системи держави. Виявлено основні передумови успішного партнерства між державою і приватним сектором. На основі кореляційного аналізу встановлено наявність взаємозв'язків між різними формами державної фінансової підтримки розвитку територій і рівнем розвитку адміністративних територій України, що дало змогу визначити дієвість основних форм фінансової підтримки держави. Розроблено методичний підхід щодо визначення пріоритетів під час вибору форми партнерських відносин, який складається з 6 етапів. Запропоновано підхід до оцінки якості партнерських відносин у державних цільових програмах, який дозволив визначити вимоги до партнерів для досягнення певного рівня успішності реалізації програми.^UThe theoretical basis of sustainable socio-economic development of the state economic system was generalized. Compilation of a hierarchical system of forecast and planning documents for socioeconomic development of Ukraine allowed to identify the main participants in the planning process depending on the degree and nature of their involvement in it. The main participants in the process of planning of the state economic system development were divided into three groups, namely key participants, primary and secondary stakeholders, including state and public components. This made it possible to justify the feasibility of involving different categories of participants in the planning process. In order to substantiate the expediency of partnership relations in the planning and implementing measures for the state economic system development, approaches to the organization of planning of the state economic system development were theoretically generalized. The structural model of the mechanism of partner projects implementation was provided within the planning of the state economic system development. This model is based on the basic system-forming planning elements. On its foundation, the specifics of partnership relations in Ukraine were studied and the influence of such relations on the state economic system development was determined. An analysis of the existing regulatory and legal support of partnership relations in Ukraine was conducted. The main elements of the partnership implementation mechanism are formulated in accordance with the legislation of Ukraine. A detailed analysis of each aspect of the partnership revealed opportunities for the implementation of a partnership approach to strategic planning of the state economic system development. The main prerequisites for a successful partnership between the state and the private sector have been identified. The dynamics of the level of development of administrative territories of the state economic system was studied. This served as a basis for further analysis of the impact of certain factors on the level of development. Based on the correlation analysis, the existence of relationships between different forms of state financial support for the development of territories and the level of development of administrative territories of Ukraine was identified. Its results helped to establish the existence of significant relationships between various forms of state financial support for the development of territories, namely financial resources coming from the state budget, local budgets and other sources and the level of development of administrative territories of Ukraine. The experience of practical implementation of existing partnership projects in Ukraine is generalized. Based on the key aspects of strategic planning of the state economic system development on the basis of partnership, a methodological approach to determining priorities in the choice of the form of partnership was developed. It consists of 6 stages, namely the formation of a database of state target programs; assessment of the features of state target programs; assessment of the use of partnership in the implementation of state targeted programs; assessment of the success of the implementation of state target programs; determination of minimum requirements for the quality of programs to achieve a certain level of success of their implementation; formation of an analytical base for determining the roles of participants in partnership relations. In order to determine the minimum requirements for the level of quality of partnership relations, an approach to assessing the success of state programs was proposed. The implementation of this approach allowed to form an analytical basis for decision-making on the priority of choosing the form of partnership during the implementation of strategic planning of the state economic system development.Based on the generalization of existing methods, a methodical approach to assessing the quality of state target programs was proposed, which more fully reveals the components of the quality of such programs, and can be applied regardless of their specific focus. The analytical framework developed in the work to determine the roles of partners in the planning of economic system development can be an effective tool in decision-making to attract financial resources and responsible executors in the development of state programs and projects.
