Разработан критерий для оптимального построения сети автомобильных дорог с учетом влияния сети дорог на формирование транспортных потоков и влияния транспортных потоков на формирование конфигурации сети. Разработанный критерий оптимального построения дорожной сети представляет собой минимум дорожно-транспортных затрат при функционировании системы "дорожные условия - транспортный поток", устанавливающий функциональные зависимости между составляющими системы. Разработаны методики по проектированию дорожной сети и ее дальнейшей оптимизации, а также методика по определению экономически оптимального местоположения узловой точки.

В диссертационной работе сформированы теоретические положения, методические и практические рекомендации по формированию организационно-экономического обеспечения инновационного развития предприятий в условиях инвайронментализации экономики. Унифицировано определение «организационно-экономическое обеспечение инновационного развития предприятий» и его базовых детерминант. Осуществлен мониторинг и диагностика организационно-экономического обеспечения инновационного развития предприятий. Определена инвайронментальная эффективность организационно-экономического обеспечения инновационного развития металлургических предприятий и критериальная плоскость ее изменений в зависимости от изменений объемов финансирования инновационной деятельности и темпов наращивания объемов производства металлопродукции. Модифицирован механизм налогового стимулирования производства «зеленой» стали. Разработаны рекомендации по формированию Концепции инновационного развития металлургических предприятий. Предложена модель архитектоники принятия решений по управлению инновационным развитием предприятий.^UIn the dissertation, the author's approach was used to formulate the theoretical background, methodological and practical recommendations for arranging the organizational and economic procurement of the innovative development of iron and steel works under the environmentalization of economy. The interpretation of the basic determinants of the notion ‘organizational and economic procurement of the innovative development of enterprises' is presented by using cutting edge scientific approaches. The necessity under the environmentalization of industry was substantiated to reconsider the scientific approaches to the evaluation of the organizational and economic procurement of the innovative development of enterprises. Methodological approaches to evaluating the organizational and economic procurement of the innovative development of iron and steel works were considered. The monitoring and diagnosis of the organizational procurement of the innovative development of iron and steel works was carried out. The implementation of this model will ensure the change of the development nature from the inertial to the breakthrough one, and thus, will enable to overcome the technical and technological underdevelopment of iron and steel works, to provide economical production and increase in the export amount of end products and expectations of the stakeholders concerning the conservation of the environment. By using the decoupling approach, the environmental efficiency of the organizational and economic procurement of the innovative development of iron and steel works was determined, along with the criteria plane of its changes depending on the changes in the amount of financing the innovative activity and the speeds of increasing the volume of steel products manufacturing. The necessity to formulate the Concept on the innovative development of iron and steel works using the kaizen approach was justified. The Road map was recommended to formulate the Concept on the innovative development of iron and steel works using the kaizen approach with an accurately structured sequence of stages, whose implementation will enable to identify the imperatives of the concept, its main goal and the system of secondary goals for the innovative development, its basic principles and structural provisions, its mechanisms and tools for the implementation according to the standards of industry environmentalization. The model of decision-making architectonics for managing the innovative development of iron and steel works using the QFD methods was suggested.

Проанализированы государственное регулирование и факторы определения ресурсных потребностей в нефтегазовом секторе.^UDissertation is devoted to the systematization of theoretical foundations and the substantiation of practical recommendations for the development of resource efficiency strategies in the oil and gas sector of Ukraine's economy.The author has improved the definition of «resource-efficient strategy» – as a long-term set of activities that provide competitive advantage, respond to changes in the external environment, rational use of resources using innovative technologies and proposes to define the «strategy of the industry» as a set of measures, targeted programs that focus on determining the priorities and directions of development of resource efficiency of the industry, ensuring its dynamic development.The author proposed the concept of forming resource-efficient strategies of the industry, which also allows diagnosing and monitoring for timely detection of effective strategies. The author investigated the trends and priorities of development of the gas and oil sectors of Ukraine and analyzed government regulation and analysis of factors determining resource needs in the oil and gas sector.We have developed a model for diagnosing resource efficiency (IRE) in the oil and gas sector of the Ukrainian economy, and price equilibrium scenarios in the oil and gas sector using the Leontief intersectoral model. An economic assessment of the consequences of resource conservation was conducted based on the IRE model.

В ней разработана методика деления регионов осуществления перевозочной деятельности на транспортные зоны, основанная на закономерностях распределения расстояния подачи автомобилей под обратную загрузку на территории региона назначения груза. Данные закономерности позволили учесть разные условия и, соответственно, вероятность получения обратной загрузки, которые зависят от тесноты экономического обмена между Украиной и странами, в которые выполняются перевозки грузов национальными перевозчиками. Методика позволяет выделить достаточно однородные с транспортной точки зрения зоны выполнения перевозок на территории стан ЕС и СНГ, которые позволяют объективно оценить доходность выполнения перевозки в них.Исследование транспортного процесса разовой международной перевозки позволило установить детерминированные и случайные составляющие времени и стоимости доставки. Определение законов распределения, пригодных для описания случайных составляющих транспортного процесса в международном сообщении, позволило установить закономерности распределения удельной прибыли автотранспортных предприятий за оборотный рейс при выполнении разовых международных перевозок грузов, которая была принята как критерий их эффективности. Данные закономерности способны обеспечить национальных перевозчиков вероятностной оценкой доходности различных направлений и маршрутов перевозок, а также рисков от осуществления оборотного рейса. Это послужило основой для разработки модели определения целесообразности выполнения перевозки, исходными данными для применения которой являются направление и расстояние доставки, а также тариф на перевозку груза из Украины. Преимуществом разработанной модели является то, что она учитывает случайность перевозочного процесса и специфику работы с разовыми заявками.^UMaslova T. The method to divide the regions where transportation activity is held into transportation analysis zones, based on the distribution law of the distances of placing the vehicle to the loading point for reverse shipping from the cargo destination region, is developed.It allowed determining the distribution of the profit of motor transport enterprises per unit of turnaround time when performing one-time international cargo transportation. These regularities became the basis for developing a model to define the expediency of transportation performing. The model requires such initial data as the direction and the distance of transportation, the charge for freight transportation outwards Ukraine, as well as the actual prices for the consumables to provide transportation. The advantage of the model is that it allows carriers to obtain a quantitative and probabilistic estimate of the routes' profitability depending on their direction outwards the country and to assess to some extent the risks during the transportation activity.Keywords: profit, transportation direction, reverse shipping, one-time request, international freight transportation, expediency defining model.

Предложена система управления стоимостью материально-технических ресурсов, которая, благодаря системе наблюдения за ценами, непосредственно в ходе строительства позволяет: проводить вариантное проектирование; определять экономически эффективную технологию выполнения работ; выполнять замену ранее запланированной технологии. Разработан алгоритм определения расчетной текущей рыночной цены строительных МТР с заданной точностью на основе ограниченной выборки и в условиях ограниченного финансирования, который обеспечивает научно-методическую основу для формирования информационных баз данных текущих рыночных цен строительных ресурсов. Разработан состав и структура базы; рекомендации по формированию первоначального перечня ресурсов при запуске системы наблюдения за ценами; порядок сбора, проверки и хранения информации о текущей цене строительных ресурсов; порядок расчета текущих рыночных цен строительных материально-технических ресурсов, определение погрешности, расчет другой сопутствующей информации.^UThe analysis and generalization of the results of the existing scientific researches, methodical approaches and normative base concerning the management of the cost of resources at construction of objects for the state customer is carried out. The role and place of the price monitoring system in the management of the cost of material resources are formulated. It is proposed to establish requirements for the accuracy (error) of determining the cost of construction at each of its stages. Each of the cost management tools should gradually reduce the error in calculating the probable final cost of construction. The system of management of cost of material and technical resources which, thanks to the system of supervision over the prices, directly during construction allows: to carry out variant designing; determine cost-effective technology for work; perform replacement of previously planned technology. The price monitoring system provides, real-time information on the current market price of resources for possible technologically efficient options for continuing construction.

В диссертационном исследовании проведен анализ сущности конкурентоспособности заведения общего среднего образования (далее ЗОСО) и управления развитием этим феноменом. Установлено, что конкурентоспособность ЗОСО отличается от трактовки конкурентоспособности в экономических науках, конкретизировано содержание понятия «конкурентоспособность учебных заведений» и определено содержание понятия «управление развитием конкурентоспособностью ЗОСО». Определены элементы управления конкурентоспособностью ЗОСО. Построена модель управления развитием конкурентоспособностью ЗОСО, на основании факторно-критериальной субмодели определены характеристики уровней конкурентоспособности ЗОСО, что позволяет принять адекватные управленческие решения и влиять на развитие конкурентоспособности ЗОСО. This research analyzes the philosophical and social basis of competitiveness of General Secondary Educational Institutions and the management of development of this phenomenon. In particular, it was found that the competitiveness management of an educational institution should be based on a strategic management methodology. The research determinates that a qualitative indicator of the activity of General Secondary Educational Institution, which affects its level of competitiveness, is the continuous support for innovation in the management of the Educational Institution. The principle of innovation in managing the competitiveness of the General Secondary Educational Institution must be ensured through the support of pedagogical innovations, creative initiatives and creativity by school's management. It was found that the competitiveness of General Secondary Educational Institution differs from the generally accepted in the economic sciences the interpretation of competitiveness, because it is characterized by its multifunctional nature and extended range of activities, which provides not only purely economic, competitive aspects of competition, but also various forms of cooperation strategies and tasks with other Educational Institutions, government agencies and businesses, employers and more. On the basis of a series of researches summarizing existing definitions and the competitiveness of organizations and enterprises in different fields of knowledge clarified the concept of «competitiveness of Educational Institutions» and defined the concept of «competitiveness of General Secondary Educational institutions». In particular, «competitiveness of Educational Institution» is defined as a complex characteristic of educational organizations in specific market conditions and for a certain period of time, which lies in the available and potential abilities (opportunities) to provide an appropriate level of educational services that meet the needs of society for training highly qualified personnel and contribute to the formation of key competences and increase the competitiveness of graduates in the labor market, and the educational establishment itself is in demand among consumers of educational services and is constantly evolving due to the interdependent and interrelated processes of comprehensive cooperation and competitiveness (competitiveness) between it and other educational institutions in order to achieve the most favorable positions in the market of educational services at the expense of a number of inexpensive aimed at: improvement of consumer characteristics and increase of consumer value of educational services; focus on the unmet demand and current prospects of development; design and development of new pedagogical services and programs, educational technology innovations in the organization of training others.
