Проаналізовано основні етапи становлення територіального устрою. Розкрито сучасний стан і перспективи розвитку системи адміністративно-територіальних одиниць. Досліджено особливості нормативного забезпечення й адміністративно-правовий статус населених пунктів. Запропоновано визначальні напрями вдосконалення адміністративно-правового регулювання територіального устрою шляхом наукової розробки його механізму та забезпечення матеріально-фінансової самостійності адміністративно-територіальних одиниць.

Встановлено параметри гострої токсичності оцтовокислих кальцію, кобальту та цинку, що мають місце після їх одноразового перорального надходження в організм теплокровних. Виявлено біологічну дію ксенобіотиків за умов хронічного цілодобового інгаляційного впливу на організм експериментальних тварин. Досліджено можливість виникнення віддалених наслідків їх впливу (ембріо- та гонадотоксичні ефекти).

Проаналізовано українську суспільно-політичну думку щодо розвитку суспільно-політичних процесів у Республіці Білорусь (РБ) у 1991–2004 рр. Досліджено ставлення української громадськості до суспільно-політичних процесів у РБ в період з 1991 по 2004 рр. Розглянуто реакцію українського суспільства на політичні трансформації у РБ 1991–2004 рр. Досліджено ставлення українських політиків до підписання Біловезької угоди (1991). Визначено основні підходи українського бачення щодо економічної системи у РБ. Досліджено реакцію українських політиків, журналістів та науковців щодо інтеграції РБ та Російської Федерації. Розглянуто проблеми і перспективи міждержавних відносин між РБ та Україною та їх українську рецепцію.^UThe analysis of the Ukrainian socio-political opinion on the vision of its development of socio-political processes in the Republic of Belarus in 1991–2004. It was emphasized that the main idea of the work is to recreate the plots related to the perception of socio-political processes in the Republic of Belarus and the Belarusian-Ukrainian relations in the early 21st century. The highlights between Ukrainians and Belarusians in the Ukrainian periodicals and media are analyzed. Consider the role of the Belarusian cultural associations, which operated on the territory of Ukraine. Also available information about the indigenous Belarusian population living on the territory of Ukraine and received Ukrainian citizenship. Presents data about the attitude of Ukrainians to Belarusians for help polls of 1994 and 2004. The analysis of the state of research, the source base and methodological basis concerning the study of the reflection of the sociopolitical processes in the RB in the Ukrainian social and political thought has been improved. The main approaches to defining the concepts of «socio-political opinion» and «public opinion» are generalized. It is noted that socio-political thought is understood as the attitude of social communities to the problems of social life, which manifests itself first in judgments (verbal actions), and then in concrete actions. The attitude of the Ukrainian public to the socio-political processes in the Republic of Belarus in the period from 1991 to 2004 is researched. The opinions of Ukrainian experts and ordinary citizens concerning the problems of holding presidential campaigns and referendums in the Republic of Belarus (through sociological surveys of the Institute of Sociology of the National Academy of Sciences of Ukraine and the Razumkov Center) are presented.

У дисертаційній роботі здійснено теоретичне узагальнення та запропоновано вирішення важливої науково-прикладної проблеми, яке полягає у розробці концептуальних, теоретико-методичних та практичних рекомендацій щодо процесу формування механізму професіоналізації менеджменту закладу вищої освіти. Отримані наукові результати сприятимуть підвищенню якості формування професійного менеджменту в закладі вищої освіти (ЗВО) і досягнення ними необхідного рівня конкурентоспроможності. Розроблено концептуальну основу формування механізму професіоналізації менеджменту ЗВО, яка доповнюється взаємопов'язаними теоретико-методичними компонентами, що сприяють інноваційній трансформації управлінської діяльності з метою забезпечення якісних форм управлінського супроводу освітньої, наукової та інноваційної діяльності ЗВО. Запропоновано комплексну методику впровадження механізму професіоналізації менеджменту ЗВО, яка направлена на створення якісної системи професійного менеджменту і реалізацію умов для підвищення конкурентоспроможності ЗВО за рахунок системної професійної підготовки управлінського персоналу. Сформовано концептуальний базис і стратегічні умови впровадження комплексної методики механізму професіоналізації менеджменту ЗВО. Обґрунтовані наукові підходи до формування структурно-функціональних елементів механізму професіоналізації менеджменту ЗВО. Запропоновано оцінку інтегральної якості процесу формування і впровадження механізму професіоналізації менеджменту ЗВО.^UThe dissertation provides a theoretical generalization and offers a solution to an important scientific and applied problem, which is to develop conceptual, theoretical and methodological and practical recommendations for the process of forming a mechanism for professionalizing the management of higher education. The obtained scientific results will help to improve the quality of professional management in higher education and achieve the required level of competitiveness.The conceptual basis for the formation of the mechanism of professionalization of higher education institution management has been developed, which is supplemented by interconnected theoretical and methodological components that contribute to the innovative transformation of management to provide quality management support of educational, scientific and innovative activities of higher education.The conceptual basis of formation and development of the institution of higher education as an economic corporation is formed. The special status of the university as an economic corporation must be created by redistribution of state property, on the one hand, and national and international business organizations, relevant research centers and, importantly, world ranking universities and technology parks, on the other hand. There is a need to develop professional management of higher education institutions in order to ensure its quality work in the system of corporate relations. Qualitative forms of managerial activity on the development of corporate financial resources by the management of higher education institutions are proposed.Approaches to development of criteria and indicators of integral quality of use of the mechanism of professionalization of management of institution of higher education are offered. The main modules for evaluating the process of management professionalization are defined and a system of strategic criteria for evaluating the process of professionalization of management of a higher education institution is developed. It is necessary to use also factor system indicators of professionalization of management of higher education institution, which on the basis of expert assessment or self-assessment show certain levels of management effectiveness.A comprehensive method of implementing the mechanism of professionalization of higher education institution management is proposed, which is aimed at creating a quality system of professional management and implementation of conditions to increase the competitiveness of higher education institutions through systematic professional training of management staff. The conceptual basis and strategic conditions of introduction of the complex technique of the mechanism of professionalization of management of an institution of higher education are formed. Scientific approaches to the formation of structural and functional elements of the mechanism of professionalization of higher education institution management are substantiated. The assessment of the integral quality of the process of formation and implementation of the mechanism of professionalization of the management of the institution of higher education is offered.
