This paper reports the results from a pilot study investigating the information needs and information seeking behavior of small business owners and entrepreneurs in Pittsburgh and the Greater Pittsburgh area and potential information services they mayprefer to receive. Twenty-one participants of a workshop co-organized by the Business Service Department of the Carnegie Library of Pittsburgh and a local organization (Service Corps of Retired Executives) responded to a detailed survey. Results show that this particular group of small business people occasionally searches for various types of information. When looking for business related information, they tend to ask their friends and relatives (27.84%), business consultants (23.2%) and colleagues (21.65%) rather than librarians (5.67%) for information about marketing, finance, management, customer services, taxes, employment laws, etc. They use telephone (44.19%) or go in person (36.58%) rather than using email (12.09%) or fax (5.58%) to contact information providers. Although books and magazines are their major information resources (55.02%), they prefer to locate information from homes (41.59%) to libraries (16.81%). They favor value-added information services. They are willing to pay for packaged information prepared by information professionals, advisement sessions with business consultants, and workshops and seminars covering small business topics. Implications and suggestions for the design of user-centered information services are discussed.

Використано дані опитування домогосподарств, проведеного в окрузі Тяньцзінь у 2013 р., до яких застосовано логістичну регресію для емпіричного аналізу впливу передачі сільських наділів на заробітки фермерів. Результати аналізу надали можливість зробити такі висновки: позафермерське працевлаштування та наявність страхування мають суттєвий вплив на прибутки домогосподарств виключно фермерської спрямованості; вік, рівень освіти, душовий дохід, розмір земельного наділу за контрактом, наявність страховки, вартість передачі земельного наділу та загальний обсяг ринку передачі земель сільгосппризначення мають суттєвий вплив на прибутки великих домогосподарств суто фермерської спрямованості; вік, позафермерське працевлаштування та наявність страховки мають суттєвий вплив на заробітки сільських домогосподарств змішаних видів зайнятості; рівень освіти, коефіцієнт державної підтримки, позафермерське працевлаштування, наявність страховки та загальний обсяг ринку трансферу сільгоспземель мають суттєвий вплив на заробітки сільських домогосподарств з позафермерськими видами діяльності.

The main factors influencing the choice of individual subjects of the scientific activity or potential partners and executors for scientific and educational projects were analyzed. The specific features of choosing project executors of different categories were indicated. The functional responsibilities of project participants in accordance with the project structure were described. The individually oriented method for choosing subjects of scientific activity as executors of scientific and educational projects was developed, taking into account the productivity of their scientific activities in the past and considering the structure of projects. To determine the merits of the subjects of scientific activity, which are included in the relevant scientific subject spaces, it is necessary to apply the procedure of their productivity assessment. In addition, it is necessary to predict a change in productivity in the future based on retrospective data for this subject. Next, it is required to solve the multi-criteria problem of the choice among the subjects of scientific activity who are quite productive in the opinion of the project manager. The use of the developed method reduces the subjective impact on making a decision regarding the choice of project executors. This is due to the fact that they are chosen by automated calculation of scientometric indicators of subjects, guided only by open sources of information. The individually oriented method for the selection of subjects of scientific activity was verified on the example of the formation of three applications of research projects. As a result, the average percentage of scientists who meet the requirements of project managers for each scientific subject space was about 46,55 %. The percentage of those involved in the project from those who were selected is about 24,07 %. The probability of cooperation is higher among those who have an average H-index.
