In this book, David E. Brandt examines the legal, psychological, and cultural issues relevant to understanding antisocial behavior in adolescence. Based on his own research and a broad analysis of recent work in the field, Brandt identifies the factors that are common in cases of delinquency. The discussion considers the long-term effects of social issues such as poverty as well as psychological issues such as the high levels of stress and anxiety suffered during childhood by many delinquents. He shows how a failure to meet the developmental needs of children—at both the family level and at a broader social and political level—is at the core of the problem of juvenile delinquency. Brandt concludes with an inquiry into how best to prevent delinquency. Programs that address the developmental needs of children, Brandt argues, are more effective than policing, juvenile courts, or incarceration.

This book intervenes in contemporary debates about the threat posed to democratic life by political emergencies. Must emergency necessarily enhance and centralize top-down forms of sovereignty? Those who oppose executive branch enhancement often turn instead to law, insisting on the sovereignty of the rule of law or demanding that law rather than force be used to resolve conflicts with enemies. But are these the only options? Or are there more democratic ways to respond to invocations of emergency politics? Looking at how emergencies in the past and present have shaped the development of democracy, Bonnie Honig argues that democracies must resist emergency's pull to focus on life's necessities (food, security, and bare essentials) because these tend to privatize and isolate citizens rather than bring us together on behalf of hopeful futures. Emphasizing the connections between mere life and more life, emergence and emergency, Honig argues that emergencies call us to attend anew to a neglected paradox of democratic politics: that we need good citizens with aspirational ideals to make good politics while we need good politics to infuse citizens with idealism. Honig takes a broad approach to emergency, considering immigration politics, new rights claims, contemporary food politics and the infrastructure of consumption, and the limits of law during the Red Scare of the early twentieth century. Taking its bearings from Moses Mendelssohn, Franz Rosenzweig, and other Jewish thinkers, this is a major contribution to modern thought about the challenges and risks of democratic orientation and action in response to emergency.

European broadcasting policy has attracted attention from many disciplines because it has dual nature: cultural and commercial. This 2007 book offers a detailed treatment of European broadcasting law, set against an overview of policy in this area. In this respect the authors identify tensions within the EU polity as regards the appropriate level, purpose and mechanism of broadcast regulation. Key influences are problems of competence, the impact of changing technology and the consequences of increasing commercialisation. How has the International Criminal Court (ICC) been able to evolve into a fairly effective, albeit relatively untested multi-level model of global governance? This volume explores this question and the novel predicament it represents for understanding the challenges of extending globalgovernance and promoting global justice. It focuses on the novel dynamics and design of the ICC and the role played by realpolitik factors such as the UN Security veto and intra-state competition in shaping and testing the cosmopolitan dimensions of the Court. To study these focal points and tounderstand the political challenges shaping the policies of the ICC, the book adopts a synergistic model based on four levels of responsibility, ranging from the state's negative responsibility not to harm its own citizens to the positive, open-ended global responsibility of the ICC Prosecutor. Themodel offers the basis of the book's cutting-edge, innovative approach, a "cosmopolitan political realism" , which encompasses and interweaves four International Relations theoretical perspectives: rationalism, constructivism, communicative action theory, and cosmopolitanism. Enshrined in the Universal Declaration of Human Rights (1948) is the basic premise that ‘all people matter’, a moral commitment to overcome the culture of ‘othering’ permeating everyday life around the globe. This premise, when considered in relation to the priorities and protocols of western journalism, throws into sharp relief the ways in which certain ‘us and them’ dichotomies, inflected in news reports, recurrently counterpoise the structural interests of ‘people like us’ against the suffering of strangers. Journalists’ routine, everyday choices about what to report – how best to do it, and why – necessarily implicate them in a discursive politics of mediation in what are increasingly globalised public spheres. This point is not lost on politicians, of course, anxious to make use of the news media for persuasive – or, more to the point, propagandistic – purposes. To take one example, Tony Blair, in the months leading up to his resignation as British prime minister, gave a series of ‘legacy’ speeches intended, in part, to help secure his place in the history books on his own preferred terms. In one such speech, delivered onboard the assault ship HMS Albion on 12 January 2007, he discussed the changing nature of the security challenges facing western countries in the post-9/11 era. Interestingly, singled out for attention in this regard were the problems posed by ‘a completely new world of modern communication and media’ for the armed forces.
