License Plate Recognition (LPR) System is one kind of Intelligent Transportation Systems (ITS) and is of considerable interest because of its potential applications to such areas as highway electronic toll collection, red-light violation enforcement, secure-access control at parking lots and so on. This paper introduces the system frame and work flow of our LPR System which works based on the web technique. Some problems of the technical emphases and realization are also addressed here. Capabilities under practical conditions show the effectiveness at the end of this paper.

A typical shadow-eliminating algorithm is presented. Algorithms for vehicle detection, edge detection and shadow detection are also presented. If the shadow is not separated from the vehicle, the next traffic control processing, like vehicle classification, tracking and speed calculation, will be difficult. Our approach for shadow processing runs in real time in low-cost hardware. The knowledge of the heading of roads and date and time can be efficient used in the algorithm. First we detect moving vehicles in a sequence of image, hi this way. we need not process the whole image, which saves computation time. Then we separate shades from vehicles using knowledge including results of edges detection, road heading, etc. The results of the algorithm are also given in the final of the paper, which shows that this algorithm is quite promising.

Research into light emitting applications for ZnSe/ZnS materials presently centers on the materials grown epitaxially by either MOVPE or MBE techniques. If a simpler technique could be found to reproduce the material quality obtained by MBE or MOVPE, this would be preferred. This paper reports the growth of good quality ZnS/ZnSe quantum well structures on GaAs at very low temperatures by the technique of photoassisted vapour phase epitaxy (PAVPE). The structures were assessed by low temperature photoluminescence and Raman spectroscopy. Both techniques show the effects of reduced dimensionality. A new lattice dynamic model appropriate for strained systems is used to derive the ZnSe strain state and well width for the samples studied.

With the growing demand for the low-weight, but reliable design of plastic products, the finite element modelling of mechanical behaviour of plastic parts becomes more important. However, despite of strong time-dependent behaviour of polymers, the visco-elasticity models are rarely used by engineers in everyday practice. Instead, the elasticity or elastic-plastic material models are used. It is due to lack of well-established visco-elasticity models in the commercial FEA packages, but also due to the traditional (among the engineers) point of view, when plastic is considered to the "metal alike". In this paper, based on the example of problem on creep-buckling of plastic strips, the benchmark of several constitutive models is performed.

This paper summarizes the achievements of a major research line at tht Materials Science Department of the University of La Coruna (Spain) in the field of environmentally assisted cracking in general and hydrogen degradation in particular. It deals with a materials science approach to the study of corrosion assisted cracking of progressively drawn pearlitic steels for civil engineering use. The approach is based on the fundamental idea of materials science: linking the microstructure of the different steels (progressively oriented as a consequence of the manufacture process by cold drawing) with their macroscopic stress-corrosion behaviour (increasingly anisotropic as the degree of cold drawing increases). The first part of the researth was the metallographic analysis. Attention was paid to the evolution with cold drawing of the two basic microstructural levels: the pearlite colonies (first level) and the pearlitic lamellae (second level). With regard to the first microstructural level, a progressive elongation and orientation of the pearlitic colonies in the cold drawing direction (wire axis) was observed. In hte matter of the second microstructural level, the analysis showed an increasing closeness of packing (with decrease of the interlamellar spacing) and a progressive orientation of the pearlitic lamellar microstructure in the cold drawing direction. Therefore, both pearlite colonies and pearlitic lamellar microstructure tend to align to a direction quasi-parallel to the wire axis as cold drawing proceeds. The second part of the research consisted of a programme of stress corrosion cracking tests under both cathodic and

anodic conditions to promote two very different mechanisms of cracking: hydrogen assisted cracking (HAC) and localized anodic dissolution (LAD). Both types of stress corrosion test confirm that the cold drawn steels exhibit anisotropic behaviour associated with a clear change in crack propagation direction which approaches the wire axis or cold drawing direction. For both regimes (NAC and LAD) there is a strong correlation between the microstructural orientation angles (at the two levels of pearlitic colonies and lamellae) and the propagation angles of the macroscopic crack, which clearly demonstrates the influence of the oriented microstructure - and thus of the manufacture process by increasing cold drawing - on the macroscopic corrosion-assisted behaviour of the steel wires.

The present paper focuses on some recent achivements and problems in developing the severe plastic deformation methods to enhance properties of metals and alloys by means of optimization of formed nanostructures.

In this paper, a "Complete Line Segments (CLS)" based method is proposed to realize the global localization for an indoor mobile robot. The definition of the CLS as well as its properties and decision rules is given. The whole localization algorithm including corresponding measurements to deal with some special cases is described in detail. The experimental result obtained showed our success.

This paper is a concise description of an essential role of ions in "high-pressure" phases nucleation under reduced pressure. It is based on existing conceptions and experimental facts available in the literature. The main idea of this description is an assumption that charged particles, such as ions, are carriers of nonmechanical work, able to change the energy of a system in the same way as pressure does.

This paper describes the infrastructure of the telecommunication network providing remote access to parallel computer systems of the Educational High Performance Computing Center (EHPCC) of the Rostov State University (RSU), Russia. First of all, the structure of heterogeneous conputational network of the EHPCC is discussed. Then the architectures of the Campus Area, and the Metropolitan Area high and very high bandwidth Backbone Networks are described. Finally the Region Area telecommunication infrastructure and the way of providing access to parallel computing resources of the RSU EHPCC for educational and research organizations from other regions of Russia are observed.

Розглянуто властивості основних станів сферичних ядер у рамках модифікованого наближення Томаса - Фермі. Всебічно досліджено вплив глибини початкової модуляції електронного пучка на еволюцію у плазмовому бар'єрі хвилі просторового заряду, що здійснює його просвітлення. Визначено коефіцієнт внутрішньої конверсії за вторинним електронним випромінюванням за умов внутрішньої конверсії та бета-розпаду. Проаналізовано ізотопний склад плутонію у грунтах зони відчуження.

Наведено результати розв'язання й аналізу рівнянь Максвелла для поздовжньої складової вектора Герца відрізку НВЧ лінії передачі з кінцевою провідністю. На підставі загального опису всіх типів прямокутних і круглих регулярних хвилеводів, довільних хвиль одержано загальні формули для питомої потужності втрат у стінках хвилеводу залежно від частоти. Знайдено зони на поверхні хвилеводів, де затухання слабко залежить від частоти.

Приведены результаты решения и анализа уравнений Максвелла для продольной составляющей вектора Герца отрезка СВЧ линии передачи с конечной проводимостью. На основе общего описания всех типов прямоугольных и круглых регулярных волноводов, произвольных типов волн в них получены общие выражения для удельной мощности потерь в стенках волновода в зависимости от частоты. Найдены области на поверхности волноводов, где затухание слабо зависит от частоты.

Results of solutions and analysis of Maxwell equations for the Hertizian vector longitudinal component of the microwave transmission line segment with finite conductivity are cited in this paper. Based on the general description of all types rectangular and circular wavegudes and arbitrary wave modes in them the general equations for the losses specific power in the waveguide walls depending on frequency have been derived. Areas on the waveguides surface, where attenuation weakly depends on frequencyhave been found.

Проанализированы частотно-модулированные (ЧМ) автодинные системы ближней радиолокации (СБРЛ), работающие в диапазоне малых дальностей, которые находят применение в военных и гражданских системах и требуют объединения усилий специалистов-локационщиков и специалистов по микроэлектронным технологиям СВЧ-приборов. Изучены процессы в ЧМ СБРЛ, автодинный эффект и паразитная амплитудная модуляция, а также экспериментально описаны несколько реальных конструкций, исследование которых подтверждает теоретические выводы.

In this paper the frequency-modulated (FM) autodyne short-range radars (SRR) working at a small range are analyzed which find application in military and in civil systems. Successes in their development and usage lay at a way of efforts joining of radar technology experts and experts in microelectronic technologies of the microwave devices. In the paper the processes in FM SRR, the autodyne effect and parasitic peak modulation are theoretically investigated, and also some real millimeter wavelength designs which research confirms experimentally theoretical conclusions are described.
