Scientific and practical activity of Vernadsky National Library of Ukraine is considered as a sample that could help to observe the ways in which libraries social importance increases in view of the tasks set by the Laws of Ukraine On the National Informatization Program, On the Concept of the National Informatization Program, Resolution of the Verkhovna Rada of Ukraine On Approval of the Tasks of the National Informatization Program and other regulations. Beside discussion of the important theoretical issues related to both libraries and every type of users, including distant ones, adaptation to the growth of electronic technologies opportunities, authors’ focus is the problem of activization of library information personnel directly in effective using of development information resources, namely, in the analysis of new information massive of global information space, in thematic approach to information selection and using, setting of the national information tradition in Ukrainian infocreation, maintaining connections with distant users.
